One possible solution would be to have the FDP plan specify location options based on criteria that is important to the City. Building inspectors could use this criteria in making a final determination of location at the time a Permit is requested. The permit would require a Plot Plan. The Plot Plan could specify the tree location_ The permit department could review the Plot Plan for conformance with the FDP( or City standards). If the requirements are standardized the reviewers would quickly become familiar with the requirements. Special exceptions could be referred to the forester or other affected entities. Additionally, nurseries could be made aware of the standards. 3. Add staff If this planting approach becomes a standard the City may be prudent to add a staff member to inspect and insure the City's interests are protected. The City Forester would review permit requests and inspect plantings to insure they meet the desired standard. Installation review would occur at the time a C.O. is requested. If the time of year is not right, the City would only issue a T.C.O. a. The City plants the trees The developer pays for the trees and the City installs them. The City coordinates with the new homeowner, or the builder coordinates with the City at the time a CO is requested. This means staffing- up and possible new equipment unless the City has a standing contract with a local nu rsery. 5. The planting of trees is optional based on desires of homeowner The builder furnishes certificates to homeowners but the planting is optional. If trees are planted, only prequalified nurseries can be used. Prequalified nurseries have to become familiar with City standards_ City ordinance requires dead or heavily diseased or damaged trees to be removed. 6. PLEASE ROUTE TO TED SHEPARD AND TIM BUCHANAN In an attempt to structure our dialog on a way to assure the City some control on the planting of trees in the Rights of Way in front of homes, I have tried to establish a procedure that we can use as a starting point. Assumptions: 1.1 think we all agree the tree planting should happen after driveways are in for individual lots. 2. Seasonal considerations may limit how soon after driveways are in that trees can go in. 3. The City points of control are: 1. FDP 2. Permit 3. Certificate of Occupancy or Temporary Certificate of Occupancy 4. The City Forester does not want to deal with hundreds of people for permits for this project. 5. There is a list of acceptable trees that the City has already reviewed and approved. Options f. Require the developer buy all trees up front. This is not a good requirement since the development may occur over several years. There are issues associated with market conditions, tree health, maintenance of trees, and escalating tree costs. This also does not establish quality control for planting and warranty. 2. Require developer to buy all trees for a given phase and arrange for a nursseq to install and warranty for one year. This option allows the developer to stagger plant commitment to smaller increments. The developer could arrange for certificates with a recognized local nursery. The certificates would warrant materials for one year and include installation by the nursery (An alternative would be to require posting of a bond). Proof of purchase of certificates would be required prior to issuance of a building permit or a Certificate of Occupancy (one or the other). The developer would convey the certificates to individual builders at the time a lot is purchased.
