"A free (no cost) permit is required from the City Forester prior to developer or homeowner planting street trees on City right-of-way between the sidewalk and curb." 3. "Existing trees shall be pruned to City Forester Medium Prune Standards." 4. "Review and approval by the City for the irrigation system is required prior to the issuance of a building permit." 5. "Landscaping in the common area tracts shall be installed or secured with an irrevocable letter of credit, performance bond, or escrow account for 125% of the value of the job (materials and labor) prior to the issuance of the first Certificate of Occupancy." 17. Staff agrees that street trees along individual lots, should be installed after the construction of the house. What mechanism will be in place to ensure that this happens? After the house is completed and a Certificate of Occupancy is issued, City inspectors will no longer have any authority. Will the developer provide a certificate for the street trees to be redeemed by the homeowner at a local nursery? Will the developer post a performance bond, escrow account, or letter of credit to guarantee that the trees have been purchased and will be installed? Who is expected to install the trees, the homeowner or the developer? These issues should be explored and resolved. 18. Only one project identification sign is permitted at the entry on Elizabeth. Two signs exceed the allowance in the Sign Code. Be sure the sign is not contained within a private lot but within a tract. 19. In the land use table, under building setbacks, please substitute "house" for "non -garage". 20. Under General Note Number One, please delete the reference to "Preliminary" plat. This concludes Staff comments at this time. In order to stay on schedule for the January 22, 1996 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due 4, 1996 P.M.T.'s, 10 prints, renderings are due January 16, 1996. Other comments from Water and Wastewater will be on the Utility Plans and forwarded to RBD Engineering. 13. Light and Power is concerned about the location of the proposed storm sewer line in Viola Drive between curb and walk. This will not allow the required 10 foot separation between the storm sewer and electrical facilities. At the October 12, 1995 utility coordination meeting, it was agreed that the storm sewer line would be relocated under the asphalt. 14. With the widening of Elizabeth Street, the water line will be behind the new curb and walk. Light and Power will likely install its facilities south of the walk. A short coordination meeting might be needed to determine if there are conflicts with other utilities. 15. Other comments from Light and Power will be forwarded to RBD Engineering under separate cover. 16. The following comments pertain to the landscaping portion of the Plan: A. The City Forester is concerned about the species selection along Elizabeth Street. In order to discourage a monoculture, it is recommended that Greenspire Linden be used instead of Green Ash. B. It is also recommended that the 16 Honeylocust between sidewalk and curb be changed to Hackberry along Verde Drive. C. The plan should be clarified for the future homeowners that their species selection for the deciduous street tree(s) is limited. These trees should be highlighted in a separate block. The City Forester recommends these trees to be limited to English Oak, Burr Oak, Greenspire Linden, Hackberry, Shademaster Honeylocust, Skyline Honeylocust, Redmond Linden, American Linden, Deborah Maple, Emerald Queen Maple, and Patmore Green Ash. D. The landscape plan shall include the total area (in square feet) for each landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level. Examples of possible categories include, but are not limited to, high water turfgrass, low water turfgrass, low water planting beds, moderate water planting beds. E. Please add the following notes: "Developer shall ensure that the landscape plan is coordinated with the plans done by other consultants so that the proposed grading, storm drainage, or other construction does not conflict nor preclude installation and maintenance of landscape elements on this plan." r K. Arancia and Bianco Streets need a clear break that should be indicated on the plat for addressing purposes. It is suggested that the alley be a logical break point. It is suggested that Lot 15 be addressed off Bianco and Lot 8 be addressed off Arancia. Please delineate this break point on the plat. L. Be sure that the detached sidewalk on Elizabeth Street is located at the very back edge of the public right-of-way. 2. The proposed 16 foot wide alley will be accepted as public if it is constructed out of concrete. If asphalt is used, a 20 foot wide alley will be required. 3. Additional comments on the Utility Plans will be forwarded to RBD Engineering under separate cover. 4. The Stormwater Utility has concerns about modeling of Pond #55. Additional information is required to verify the storage/discharge relationship. 5. Stormwater is also concerned about the documentation of existing conditions of Pond #55. Please verify the modeling of the pond and provide all the necessary supporting documentation to justify the revised pond grading, increased discharge, and any changes in water surface elevation. 6. Please show all existing wetlands within the pond. Measures should be taken to minimize impacts to the wetlands. Please show on the erosion control plans protective fencing for all wetland areas. These plans must be approved by the Department of Natural Resources. 7. Additional comments from the Stormwater Utility will be forwarded to RBD Engineering under separate cover. 8. The consultants should provide a letter to the Department of Natural Resources regarding the status of wetlands on the property. If there are wetlands, this area needs to be delineated and a rare plant survey must be conducted. If there are no wetlands, please provide a letter to the Department of Natural Resources stating this finding. 9. Water main connections to Elizabeth Street must tie to the existing eight inch main. The 12 inch main is a the low pressure line. 10. The eight inch main in Elizabeth must be extended in Phase One before street paving is completed. 11. A coordination meeting with Water and Wastewater is recommended to verify that there will be proper separation between the 8 inch water main and street trees. The following comments apply to the plat: A. Verde and Viola are street names that are already in use in the City/County and cannot be duplicated. Please select new names. Have you considered "Evelyn" as a possible name? B. The plat should call out the alleys and label as such. Also, the plat should indicate that the alleys are to be dedicated to the City. C. The plat should show the point of beginning. D. There needs to be better definition and clarification of the block boundaries. E. A Ditch Company signature block is needed. F. Rear lot utility easement is needed on Lots 42 and 43. G. A smoother transition between the two right-of-way widths is needed adjacent to Lots 43 and 33. H. As a result of the utility coordination meeting, a 14 foot wide utility easement is needed along the fronts of the lots, not 12 feet. All tracts on the plat must be clearly identified as to ownership and maintenance. J.
