A Note has been added to the Landscape Plan indicating the approved tree selections. These match the recommendations of the City Forester. The approach to this is clarified later in this document. 16E.5. The applicant would like to meet with the City to discuss terms and phasing of the common area landscape construction prior to the addition of this note. 17. The approach to tree planting is proposed as follows: A. The developer will contract with a local nursery such as Fort Collins Nursery for proposed trees. The developer will negotiate a per tree price including furnishing the tree, obtaining the tree permit, installing, and guaranteeing each tree for one year. Perhaps proof of the purchase of these trees could be a condition of the building permit. This would provide the City with assurance that the trees would be purchased. The proof of purchase could specifically state the project name and phase. B. The homeowner will be given a certificate for each tree at the time of closing. The certificate will state the tree selection options and the nursery for the person to go to set up the tree installation. C. Exact tree locations in tree lawns is difficult to establish at this time, especially for trees located along lots without alleys. The reason is that during marketing, homeowners select both their model of home and their lot. Each home has a unique driveway location and each lot has its own unique characteristics. This means that the exact location of the tree cannot be determined until the home is built and the driveway installed. We propose that each tree be located after the home is built and occupied according to guidelines established by the City Forester and as part of the subdivision covenants. The rest of the comments have been accomplished or have been responded to separately by RBD, Inc. Engineers. INC. 19,1995. I have a few points of clarification on several of the comments: 2000 VERMONT FT. COLLINS, CO 80525 City Comment Number T E L 3 0 3 2 2 3 - 7 5 7 7 FAX 303 226-3855 1. I. You have requested better clarification of ownership and maintenance. The intent of this proposal is that, for landscape purposes, tree lawns within the subdivision would be maintained by individual homeowners. Covenants will stipulate the lawn is to be maintained as bluegrass turf without mulch or shrub beds. We would like to retain the possibility that small perennial beds may be permitted up to 100 square feet. All other landscape areas within the subdivision will be maintained by a Homeowners Association. These common areas are indicated on the plat as landscape tracts and illustrated as landscape areas on the Landscape Plan. IE. The Pleasant Valley Ditch Company does not own any land within this project. Their ditch access is via an easement. We have, therefore, not included a signature block on the plat. 2. We have reviewed the request for either a 16 foot or 20 foot alley. We would like to continue our proposal for a 16 foot asphalt alley. We feel there is ample precedent throughout the United States for this size of alley and a 20 foot alley would be too wide, creating the appearance of an additional street. We would like to propose that the asphalt alley be constructed to City cross section standards for local streets only without curb and gutter. This would ensure the physical integrity of the alleys. 6.& 8. A wetlands study has been prepared for the project site. A copy of this report is included. Pond 55 is still under discussion with City staff. The Natural Resources Department and Stormwater are currently working to develop their desires for these areas. We will respond once they have determined their desired direction. 10. This issue has been coordinated with Roger Buffington. The work for the eight inch main will occur when Elizabeth is improved. Elizabeth will be improved during Phase 2. 14. As you know, a utility coordination meeting is set for Friday January 5th to discuss coordination of trees, and utility lines. 16.A.
