HomeMy WebLinkAboutSIENA (OVERLAND RIDGE) PUD - FINAL - 39-95A - CORRESPONDENCE - RESPONSE TO CITIZENCultu: Library and Recreational Servi, Park Planning & Development Division City of Fort Collins To: Ted Shepard, Planning From: Craig L. Foreman, Park Planning C%V Date: February 13, 1996 Subject: Overland Trail Park Path to Clearview Ave. The new development to the north of the park/stormwater land has raised a question about the path that connects the park to Clearview Ave. to the east. Concerns have been expressed about the closeness of the path to future backyards. There are several locations throughout the parks and trail system where we are located close to private property. The concerns for privacy and a sense of buffering are shared by the landowner and the trail/path user. When this path was constructed in 1988, care was taken to try and stay as far as possible from the future backyards and still leave a shoulder near the drop-off into the detention pond. The feasibility to move the path at this time is limited due to the stormwater detention pond configuration. The pond would need to be adjusted through future development needs to provide for another location for the path. Presently Parks and Recreation has no funding available to relocate the path. Our "life cycle" program will have funding to replace the path. The path should last about 15 years; so our funding is not available until about 2003. Parks has in the past worked with the new homeowners to add landscaping to help buffer trail/path close areas. Since we do not have a water supply to the path area maybe the City could supply trees and the homeowners could help with the watering. This type of partnership seems to have worked in other areas and may help in this area. We would need to involve the City Forestry Dept. and work site by site so trees do not obstruct someones view of the park, cause obstruction to path users, etc. If you need anything else on this matter please let me know. 281 North College Avenue • Fort Collins, CO 80524 • (303) 221-6360 Commr 'ty Planning and Environmental Current Planning City of Fort Collins February 14, 1996 Ms. Judy Harrington 2613 Flintridge Fort Collins, CO 80521 Dear Ms. Harrington: rvices As we discussed, Parks and Recreation Department is offering a tree planting program for the 17 lot owners in Siena P.U.D. which border the bike path.
