Board Hearing October 23, 1995 Page 2 19. #2-95A Recommendation to City Council Regarding the North College Rezoning (November 13, 1995 Hearing) Item #3, English Ranch, Overall Development Plan was pulled by the public -for discussion. Item #5, Fossil Creek Nursery was pulled by the public for discussion. Member Strom moved for approval of consent items 1, 2, 4, 6, 7, 9, 10, and 11. Member Mickelsen seconded the motion. The motion was approved 7-0. English Ranch Overall Development Plan, #75-86T. Jana McKenzie, 2418 Sunstone Drive, stated she was not opposed to the development, but wanted traffic impacts addressed. Ms. McKenzie presented a slide and stated her concerns were with Sunstone Drive. Her concern was that it was one of the major east/west connectors of the development. Her concern was that that street was a major route for children walking to Linton Elementary School. Ms. McKenzie felt that the Corbett connection would be more desirable. She felt that at peak times the children and people going to work would coincide with each other. She felt more could be done to help the situation by reconfiguring the streets. Mike Ludwig, City Planner, stated that prior to the hearing he distributed a memorandum regarding this project. At the City Attorney's request, the condition of approval staff was recommending was amended. Mr. Ludwig stated that the error in the Chart under Section 2: Land Use had also been corrected. Mr. Ludwig stated that the memorandum was regarding the traffic count on Sunstone Drive, in which Ms. McKenzie had received a copy, and was from Matt Delich, who prepared the traffic study. Eric Bracke, Transportation Department, responded that one of the issues that Ms. McKenzie brought up, about moving the road over, may have a slight impact on the amount of vehicles that go through Sunstone. Mr. Bracke believed that the estimate that Matt Delich came up with, was a reasonable assessment, at less than 1,000 vehicles per day. That was well within residential standards. Mr. Bracke, stated that he was the one who asked the consultant to place the Corbett connection where it is now.
