Date: September 5, 1995
The proposed house "pop-up" at 422 Peterson Street has no
problems for the historic preservation office. Although it
is quite an old house, probably before the turn -of -the -
century, and it is listed as a contributing building in the
National Register district, we feel that the house has been
significantly altered from its historic character over the
years and it has become a non-contributing building in the
historic district. Thus we chose to evaluate the house
against the proposed East Side/West Side Design Guidelines
rather than the Secretary of the Interior's Standards for
Rehabilitation of Historic Buildings.
The proposed remodeling is a three-quarter scale, new
"Victorian" style with Queen Anne elements including its
asymmetrical shape, fish scale shingles, turret, arch -top
windows, round -top window, and many other interesting
details. These things are typical of the style and of the
surrounding neighborhood. The front set -back will stay the
same. There are other two -storied homes on the block
including a foursquare directly to the south appropriately
adjoining the side of "422" where the height variance is
requested. Directly across the street is the Queen Anne
Victorian Arthur House, one of the most significant homes in
the Laurel School National Register Historic District.
"422", as a new "old Victorian," meets the ES/WS Guidelines
for design infill.on a street of mixed one and two story
homes in the historic district. There is not enough
information to evaluate solar access, house to lot ratio,
driveway and parking areas,.type of siding, etc.

Dear Tom,
Staff has reviewed your documents for the 422 Peterson Street P.U.D. - Preliminary and Final
that were submitted to the City on August 21, 1995, and would like to offer the following comments:
The Light & Power Department has stated that if proposed construction is in the vicinity
of the electrical service (within 10'), or if the owner doesn't know where the electric services
are, they need to contact Light & Power engineering.
2. The Building Inspection Department has stated that a building permit should be obtained
prior to beginning construction. Structural drawings bearing the seal and signature of a
registered Colorado engineer or architect should be submitted with the application for the
permit.
3. A copy of comments received from the City's Historical Preservation Planner is enclosed
with this letter.
4. The building elevations should indicate the roof peak elevation (29'-5", or thereabouts) and
the plans should simply provide a statement about the reason for the P.U.D. request (similar
to the explanation on the back of the application). This will be for the benefit of the Planning
and Zoning Board members, who may not necessarily see or read the application.
This completes the review comments at this time. Additional comments may be forthcoming as the
various departments and reviewing agencies continue to review this request. Please be aware of the
following, date and deadline to assure your ability to stay on schedule for the October 23, 1995
