08/07/2017: Current Erosion Control Materials Submitted do not meet
requirements. Please submit; an Erosion Control Plan (Based upon redline
returned to the 281 N College on 8-7-2017), an Erosion Control Report (Saw
note that this was to be provided at FDP), and an Escrow / Security Calculation
(Same as Report). If you need clarification concerning the erosion control
section, or if there are any questions please contact Jesse Schlam
970-218-2932 or email @ jschlam@fcgov.com
01/12/2017: The site disturbs more than 10,000 sq-ft, therefore Erosion and
Sediment Control Materials need to be submitted for FDP. The erosion control
requirements are in the Stormwater Design Criteria under the Amendments of
Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials
Submitted does not meet requirements. Please submit; Erosion Control Plan,
Erosion Control Report, and an Escrow / Security Calculation.(No security
estimate was provided). If you need clarification concerning this section, or if
there are any questions please contact Basil Hamdan 970-224-6035 or email
bhamdan@fcgov.com . Please show flow arrows/direction along the ROW, and
provide erosion protection downstream of the site along the public right of way.
Identify closest downstream inlet and provide erosion control protection at that
location due to potential tracking from construction activities. Please provide
construction details for all ESC measures shown currently or added to plan
based on comments. Please refer to redlined plans and report for additional
comments.
CCG Response: The Erosion Control documentation will be provided with the FDP.

08/08/2017: At Final Plan Review, please provide documentation in the text of
the drainage report that a variance is granted for not providing quantity
detention. Also, please explain how the lot being less than the basins assumed
impervious ratio is justification for the variance. This variance was provided
due to only a single family lot being proposed.

01/17/2017: Since the applicant is not proposing to expand the non -conforming
use, the project will no longer go to the Planning & Zoning Board for review. This
project will now go to a hearing officer for its public hearing.
RMS Response: Noted.
Comment Number: 6 Comment Originated: 08/08/2017
08/08/2017: Is there a way the main building and carriage house could be
re -oriented so that the carriage house is behind the main house? Carriage
house is a defined term in Article 5 of the Land Use Code and cannot be
modified. This means that for this project to get approval, staff would have to
consider the main house the carriage house since it is the unit furthest back on
the site. This creates an awkward modification request that is a challenge to
justify.
RMS Response: Meeting held with Clay and Noah on August 16, 2017 to discuss.
Topic: Site Plan
Comment Number: 7 Comment Originated: 08/08/2017
08/08/2017: On the site plan, please indicate where the midpoint of the lot is
located. This will help staff check compliance for the rear half floor area ratio
limits in the zone district.
RMS Response: Midpoint labeled on enlargement sheets, this has been added to the overall plan as well.
Comment Number: 8 Comment Originated: 08/08/2017
08/08/2017: The parking required shown in the parking table is incorrect. Since
the residential lot has less than 40 feet of frontage, two off-street parking
spaces are required for the main house per 3.2.2(K)(1)(c). The carriage house
requires one additional off-street parking space per bedroom as stated in
Section 4.7(F)(3)(a)(2) of the Land Use Code. If the carriage house has one
bedroom, this means this project will need to provide at least three off-street
parking spaces.
RMS Response: Table has been updated and changed per new requirements for carriage house and primary
residence being changed.
Comment Number: 9 Comment Originated: 08/08/2017
08/08/2017: In the table discussing the floor area ratio, there is a reference to a
barn addition. I assume this relates to the existing accessory structure. To make
this more clear, either refer to the existing accessory structure as the barn on
the site plan or refer to the addition as an addition to the existing accessry
structure.
RMS Response: Term changed to match
Comment Number: 10 Comment Originated: 08/08/2017
08/08/2017: How deep is the front porch shown? Per LUC Section 4.7(F)(1)(h),
in order to meet the front facade criteria, the front porch must be at least 6 feet
deep. Please add this dimension to the site plan so staff can check for
compliance.
RMS Response: Dimension has been added

08/10/2017: Modifications to our existing electric primary system will be

the proposed electric service size once known.
CCG Response: The Architect or Builder will determine the electrical service size.

08/10/2017: A utility or power line easement will need to be dedicated through
lot 1 to provide power to the residence and carriage house. It is anticipated that
the new electrical service will come from the secondary box next to the street
light pole.
CCG Response: The electrical service is planned to be routed within public right-of-way and Lot 2, Block 1.

08/10/2017: The proposed utility plan shows a sewer line to be relocated within
an existing power line easement. Please relocate the sewer line outside of the
power line easement.
CCG Response: Tyler Siegmund needed to check with Senior Staff if the existing power line easement could
be vacated per a phone call on August 18, 2017. Tyler Siegmund confirmed that this power line easement
could be vacated per a phone call on October 26, 2017
