Where there will be public streetlighting, street trees must be kept a minimum of 40 feet from the fixture. 9. The Water and Wastewater Department will require a utility easement from the adjacent property owner to the west for extension of a water main. 10. Lots 23, 24, and 25 are shown to be Tract D and act as a stormwater detention area. Please resolve this discrepancy. 11. Please indicate a temporary turn -around west of Lots 43 and 44 for compliance with the Fire Code. 12. Stormwater is concerned about the capacity of the conveyance channel and the Clearview Ponds. This capacity needs to be verified. 13. The street trees along Elizabeth Street will be an attractive feature and complement the amount of street trees shown along the internal streets. The City Forester recommends that along Elizabeth Street, the trees be spaced at a uniform interval ranging from 30 to 40 feet to create a more formal appearance. 14. It is recommended that the a meeting on the site be arranged with the City Forester to review the condition of the existing trees and to develop proper protection specifications. 15. Staff is concerned about the status of the bikepath south of the property. Is this path in need of upgrading? Does this path need to be widened? Is the path too close to the lot lines? A meeting should be arranged to discuss the issues of the path.with Randy Balok, Parks Planner. 16. The path connection to the park, between Lots 31 and 32 should be 7 to 10 feet wide. Please specify. 17. The Planning Department favors the neo-traditional design of the P.U.D. The detached sidewalks, parkway strips, street trees, garages in rear (or set further back) and front porches are elements of design that are recognized of positive and attractive. The issue of long term maintenance of the alleyways must be determined prior to going to the Planning and Zoning Board. 18. Please provide character sketches or front elevations for a representative style of the homes being proposed. (Minatta Property) and offers the following comments: As you are aware, the City Code states that alleyways are not to be accepted as public right-of-ways due to concerns with long term maintenance. There is a question as to whether the Planning and Zoning Board has jurisdiction to decide on this issue. It is recommended that a meeting be arranged with the City Attorney's office on how to proceed with the request. Please make an appointment with Paul Eckman, Deputy City Attorney, 221-6520 for further clarification. 2. The P.U.D. should indicate the phase lines. 3. Between Lots 63 - 66, there is an "eyebrow" in the street design. The front lot lines should be brought further out to the street and the "eyebrow" effectively deleted. Please contact Kerrie Ashbeck, Civil Engineer, for specifications on the radius of the long sweeping curve. 4. The preliminary design indicates that storm drainage lines are located under the sidewalk. Light and Power will be installing its facilities behind the sidewalk and underground electrical conduit must be located 10 feet from other utility installations. 5. Columbine Cablevision will need rear lot utility easements on all lots. Side lot line easements will be needed on Lots 43, 44, and 25. 6. Because of rear -lot utility installations (cable t.v. and telephone), the alleys should be - dedicated as utility easements. 7.
