Jim,
I'm of the view that City staff does not have currently a formal position one way or another regarding
vehicular access to Fromme Prairie Way and whether or not the street is public or private. We're more
likely to have a "preferred" position based upon a reaction to a design proposal on your part.
In talking with Engineering staff, I'd like to propose a meeting with you and your consultants to further
discuss Fromme Prairie Way as it relates to a potential design as well as your previous questions.
Meeting onsite tomorrow (and the rest of the week) is unfortunately not an option with most of Engineering
staff due to a prior commitment. What is your availability next week?

David Pietenpol is still an owner on the property North across from Phase
One (1). He said their intention with the agreement about an emergency
access only was to reduce traffic for anticipated condos over another
business center (mixed use required for approval). I suggested the Land Use
Code (fire requirements), city staff and I were wanting to maintain the
street as public and a second access to HRII but I didn't believe much
traffic would be generated. His seemed to have an accepting reaction and is
willing to meet and see if we can get together on the idea. He wants to see
our concept plan and I want to see the agreement. We meet Wednesday 9AM at
the site.
Storm water files (about 6' deep) on PUD, Phase I, II and Tract 7 (Green
area with wetland and detention East of Phase II) clearly delineate the
several easements into the Cathy Fromme Prairie but no easement from Phase
II down (Tract 7) the wetland and into the existing detention (old
reservoir with outlet). It would seem helpful if we can detain most the
storm water on the upper developed area and provide for no more than
previous water flows into the wetland and detention.
Tuesday, I talk again with Les Jones who owns several lots/homes in Phase I
and assures me I am already a part of the Harmony Ridge Estate Homeowners.
I am to receive the Homeowner documents, discuss Tract 7 and our probable
need to complete easements for storm water and moving the 12" water line
into Tract 7 (200', a N/S line, from FPW).
