Steve,
I'm wondering if Doug has this pond confused with the larger pond to the east which was and is a wetland.
Basil called the design engineer and he said he had designed this smaller pond to hold water at the
request of the developer who wanted to create water features through out the first filing. The idea was
also that it could act as a sediment trap during construction.
We visited the site today and then checked the construction plans. The pond appears to be built
according to the plans. The second filing design engineer did identify to Wes that the redesign of the pond
would loose some of the existing volume because it is below the outlet. The new pond design will include
a water quality outlet which the present one does not have. So water will pond in it for at least 40 hours
but if maintained properly it will drain completely unless Doug wants to be a wetland. What is out there
now is just a mud hole with 5 or 6 cattails in one clump. Hardly a wetland. Also since 1999 when we
signed the plans W NV wasn't an issue. Again it is up to Doug, but really think he is thinking of a different
pond.
I think regrading the pond to meet our latest requirements is a good idea. The new pond configuration is
more of a tear drop shape that is 140 ft. long and 80 ft. or so wide at the widest point. Those are the
bottom dimensions so cutting into the slope it will look even larger. The other question was about it being
an eyesore. It will be reseeded as is always required. I'm not sure what other landscaping requirements
planning may have. It might be good to require some shrubs and/or boulders to hide the new outlet
structure.

Attached is an e-mail received from a new resident in the Harmony Ridge, Filing 1 (specifically Les
Jones's townhomes), with a concern about the storm drainage and detention pond for Harmony Ridge,
Filing 2. His unit will be "looming" over the new, enlarged detention pond.
