Comments Listed under "In General" - Matt Delich will be addressing the issue of the
Traffic Study, and the need for Acceleration/Deceleration lanes. Vaught -Frye will be
addressing concerns regarding street layouts and locations. At present, we do not
anticipate that the sidewalk will need to deviate from the Right-of-way along
Shenandoah. It will be tied into the walk from Fossil Creek Nursery. The detention
pond proposed for the northeast corner of the site has now been eliminated in the
revised drainage study.
Comments concerning the plat - These have been forwarded to Landstar to
incorporate into final plats. Additional Right-of-way will be provided if the need for
accel/decel lanes is determined. The offsite easement north of the Fossil Creek
Nursery project has not yet been recorded, but at the time of final design of
Shenandoah, this should be in place, and a reception number will be noted.
Comments concerning the Preliminary Utility Plans - All required notes will be added
on the Final Utility Plans. Ramps and sidewalk locations will be shown and
coordinated with the locations as shown on the site plan. The district comments
regarding this project will also be included in our Final Utility Plans.
Item 12 - The Preliminary Drainage study for Shenandoah has been revised and resubmitted
to Stormwater Utilities for review. In addition, we have contacted the North Louden Ditch
several times regarding the relocation of their ditch, and are currently in the process on
drafting up a maintenance agreement with the Ditch Co. for this work. We have also met
with Stormwater to discuss downstream drainage, and have tentatively set a meeting date of
January 8 to meet with the affected homeowners. We are also coordinating our efforts with
Dan Jensen to develop a drainage system that will work with both projects. NES also
understands that there is a tentative agreement with the City regarding drainage into Robert
Benson Lake.
Item 13 - NES will contact Rob Wilkinson regarding this project. Riverside Technology has
prepared and submitted a wetlands study for this site, as well as a Ute-Ladies Tresses Orchid
study. Both of these studies have been submitted to the respective government agencies, as
well as the Department of Natural Resources.
It is our understanding that all remaining planning issues will be further addressed by
Vaught -Frye in their Site plan resubmittal. Please call if you have any remaining questions
regarding engineering issues for this site. It is our intent to provide the City with as much
information as we have at this time within the scope of this preliminary submittal.

Response to City Comments
Dear Steve,
This letter is in response to the comments regarding engineering issues Northern Engineering
Services Inc. (NES) received regarding the Preliminary Utility plans for Shenandoah, as
detailed in a letter to Cathy Mathis from Steve Olt dated December 15, 1995.
Item 1.- Northern Engineering has reviewed the comments from the District and will comply
with all of their requests. We met with Terry Farrill on December 26, 1995 to discuss their
requirements for a hydraulic master plan, and for all the offsite sanitary sewer improvements
that the District is requiring for this development.
Items 2, 4, and 5 - Relating to Utility requests. NES has reviewed these comments and will
incorporate their requests into final design. Prior to final design, NES would like to request a
Utility coordination meeting be scheduled with all of the affected utility representatives. NES
will formally make this request to the City at the appropriate time.
Item 7a - This is a City requirement on Preliminary plats. Topography will not be included
on final plats.
Item 7f. - Easements will be included on all final documents. The site plan will show all
anticipated easements.
Item 11. - NES has discussed these issues with Sheri Wamhoff. She stated that the majority
of her comments can be addressed at time of final design.
