in 1995. The Community Visions and Goals 2015 is divided into three sections: 1) A
description of four values that should be keyed to the development of City Plan which
are: a) having a sustainable community; b) fulfillment; c) fairness, and; d) having
choices for residents about how and where they want to live and work; 2) The vision
statement now and for the future, and; 3) General goals that will guide the community's
decisions in investment over the next 20 years. Copies of the Visions and Goals can
be obtained at various locations throughout the city. The next step in the process is to
prepare a city structure plan in the spring which will be a diagram for identifying the
location and the character of neighborhoods. In early summer, the principles, policies
and standards will be assembled. Community facilities, utilities and services that are
needed in relation to the proposed plan will also be examined. A capital improvement
element will be prepared and adopted. In the fall, all of these pieces will be coordinated
and assembled into a usable document to be known as the Comprehensive Plan.
Member Mickelsen moved to approve Consent Agenda items 1 (January 23, 1995
minutes only), 3, 4, 5, 6, 8, 9, 10, 11, 12 and 13.
Member Strom seconded.
The motion carried 6-0.
RECOMMENDATION TO CITY COUNCIL REGARDING THE EASTSIDE/WESTSIDE
DESIGN GUIDELINES - 319-95
Director Blanchard noted a correction in the Staff Report on Page 5 under Zoning Code
Amendments, lines 5 and 6. Attachment C is actually the recommended changes to
the Zoning Code and the matrix was not passed out as part of the packet. He reviewed
the attachments to the Staff Report which consisted of: Attachment A, Proposed
Neighborhood Character Design Guidelines for the Eastside and Westside
Neighborhoods in Fort Collins; Attachment B, Proposed Standards and Guidelines for
Historic Properties in Fort Collins; Attachment C, Draft changes to the City Code;
Attachment D, Comments on proposed amendments to Zoning Ordinance from Nore'
Winter, and; Attachment E, Process for Local Landmark District Designation in the
Eastside/Westside Neighborhoods. He continued by summarizing the process that has
occurred since City Council continued this item in August 1995 and summarized some
of the major changes since the last document was presented to the Board.
Miscellaneous changes included clarifying the language in the introductory text and the
standards and guidelines; reformatting from single column to three columns; separated
the standards and guidelines for historic properties from the neighborhood guidelines;
zoning code amendment changes, and; increased the minimum lot size in the NCM and
