The Natural Resources Department stated that the developer must preserve existing wetlands on the property. The Planning Department stated that the proposed use would be subject to the Auto -Related and Roadside Commercial Uses point chart of the LDGS. A neighborhood meeting will be required prior to the submittal of this development proposal. The Planning Department will make a geographical notification map upon your request to proceed with the project. The developer is responsible for obtaining the names and addresses of property owners within the mailing.area. The developer pays the City 50 cents per name for .the mailing. The City will set up the meeting upon the developers request and will facilitate the meeting. The Poudre Fire Authority stated that a fire hydrant capable of providing 1,000 g.p.m. with 20 p.s.i. residual will be needed at the proposed entrance or near the buildings. All exterior walls of any structure must be less than 150' from a fire truck accessible paved surface. This may require an all weather gravel surface road around the various structures on the property. A minimum 20' inside radius and 40' outside radius is required for fire truck turning. The Water and Wastewater Utility Department stated the property. is located in the Fort Collins/Loveland Water District and the South Fort Collins Sanitation District: Water Conservation Standards for Landscaping and Irrigation will apply. The property is located in the Fossil Creek Drainage Basin The The stormwater development fees in this basin are $�,i5 per i acre based upon, the amount of impervious surface area and the amount of on -site detention provided. On -site detention will be required of this project. A standard drainage report and erosion control plan must be prepared and submitted by a Colorado licensed professional engineer. The Engineering Department will require you to submit a basic traffic impact study. Proposed access must comply with the State Highway Access Code. Permit applications must submitted to Kerrie Ashbeck. A seven foot wide.detached sidewalk and easement dedication will be required along the frontage of the property. Three feet of the seven foot width is eligible for reimbursement. Landscaping should be provided on between the edge of the sidewalk and the edge of the nursery stock growing areas. Standard Utility, Grading, and Drainage Plans must be submitted at the time of development application. APPLICANT: Jim Sell Jim Sell Design Fort Collins, CO 80524 LAND USE DATA: Request to develop 15 acres for a new Fossil Creek Nursery facility. The. property is located h to k mile south of Trilby Road on the west side of South College Avenue (west of Benson Lake). Approximately 12 acres would be designated for nursery stock growing area and 3 acres would be designated for retail sales and parking. An existing residence on the property would be converted to a landscape design office (change of use). COMMENTS: 1. The property is located in the R-P, Planned Residential and R-L-P, Low Density Planned Residential Districts with P.U.D. conditions attached. Any proposed use must be submitted as a Planned Unit Development, subject to the requirements of the Land Development Guidance System. Customer vehicles will not be allowed on the proposed gravel path through the stock growing area unless it.is paved. The parking lot must include at least 6% interior landscaping. The property is located in the Residential Neighborhood Sign District. The amount of signage allowed will be determined by the City's Sign Code. However, the Planning and Zoning.
