After talking to Bill Tiley and you yesterday, Bill sent me a
copy of Mike Ludwig's letter dated November 1, 1995 with comments
written on it that I assume were yours. He also sent me page 3 of
another letter that listed the development criteria points for your
proposal which included joint access for your parking lot with the
lot on Mr. Tiley's property. After reviewing these materials, I
called Mike Ludwig and discussed the situation with him. I advised
him that Mr. Tiley was willing to enter into an access agreement
but that until the City condemnation was completed and he could see
how the parking on his property was going to work, he was not
willing to establish a permanent easement. Mike indicated to me
that the actual easement did not need to be filed at this time, and
apparently there is no time now set by which it must be filed. He
was going to check with other City Departments and see if he could
find an answer to this problem. I assume I will hear back from him
shortly and I will then contact you and Bill Tiley.
