The Stormwater Utility stated that recycled asphalt may be used for the construction of two parking spaces at the rear of the property. The applicant will need to submit a letterwith the development application which states that no additional imperviousness is being added to the site. MEETING DATE: 1IIvaiu-A CONCEPTUAL REVIEW STAFF COMMENTS August 12, 1996 Eskin PUD,.Amended Preliminary and Final. APPLICANT: Avron Eskin 123 E. Drake Road Fort Collins, CO 80525 LAND USE DATA: The Eskin PUD, Preliminary #48-95 was approved by the Planning and Zoning .Board on January 8, 1996. Preliminary approval was granted to allow office uses on the first floor and residential uses on the second .floor. The applicant requests to submit an amended Preliminary and Final PUD for the same land uses, but to reduce the . amount of off-street parking shown on the approved Preliminary PUD from 10 off-street parking spaces to eight off-street parking spaces. There would be 3 legal parking spaces on the east side of the house and five parking spaces on the west side of the house (3 existing spaces jointly used by the Eskin and the Tiley properties; and two new spaces for the upstairs apartment). The property is located at the southwest corner of E. Drake Road and Harvard Street. COMMENTS: 1. The Planning Department offers the following comments: a. Parking space number 4 on the site plan presented at conceptual review must be a landscaped island as shown on the already approved Eskin PUD, Preliminary. b. Parking spaces number 5 and 6 on the site plan presented at conceptual review are not "legal" parking spaces. c. A signed easement_ and respective legal description from Bill Tiley for shared access/parking must be provided before the Eskin PUD may be considered by the Planning and Zoning Board. The easement must be submitted no later than the . revision deadline for the applicable Planning and Zoning Board Hearing. For example, if a development application is submitted on Monday August 26, 1996,, the final easement from Bill Tiley must be received no later than October 9, 1996 in order COMMUNITY PLANNING".
