This easement must be submitted with plan revisions. A paved pedestrian connection from the parking spaces to the office/residence is needed. d. The "proposed" parking data should state that front will have 3 parking spaces (2 standard and 1 handicap accessible) and that the back (delete words "or front") will have 2 spaces. A total of 5 vehicle parking spaces will be provided. e. Please label and dimension the width of the sidewalk along Harvard Street. All surrounding land uses should be labeled as "existing". f. Please show the zoning of adjacent properties on the Site Plan. The zoning designations of adjacent properties as well as the "existing land use" zoning information should be reflective of the recently adopted CityPlan zoning map. g. Please designate on the Site/Landscape Plan which portion of the site is right-of-way and which portion is private property. h. Please provide a plant list for all proposed plantings which includes the botanical name, common name, quantity and size of each species. Also please provide a water usage table which identifies the existing and proposed high, medium, and low water consumption areas. Is Harvard Street on the north side of Drake Road truly off -set from Harvard Street on the south side of Drake Road? Does the widened Drake Road still have a roll-over curb as noted? This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the April 28, 1997 Planning and Zoning Board hearing: Plan revisions are due by 12:00 noon on April 9,1997. Please contact me for the number of folded revisions required for each document. No revisions will be reviewed after the above deadline. If revisions are not received by this date, the item will either go to the Planning and Zoning Board with a staff recommendation based on the originally submitted documents or the applicant will have the option to continue the item to the next month's P&Z agenda.' Eskin PUD Final Page 2 March 21, 1997 4. Comments from Engineering are as follows: a. The planning objectives state that there are no exterior alterations proposed. However, the next page states that they will be adding two (2) parking spaces to the east side. If the additional impervious surface area is greater than 350 square feet, then a drainage report is required. If is less than 350 square feet, submit a letter to state this and also to describe the drainage pattern. b. The proposed additional spaces, particularly the westerly one, will be difficult to get out of due to the proximity to the two (2) ' long term" spaces. However, these spaces should not be moved closer to the street because we do not want vehicles exiting the site, particularly backing out, to interfere with vehicles turning off Drake onto Harvard. 5. The Advance Planning Department stated that the parking must be screened from the sidewalk along Harvard Street. A minimum 5 foot wide planting area with shrubs is needed in place of the eastern most parking space. Please reference the attached Site/Landscape Plan and return it to the Project Planner with plan revisions. 6. Comments from the Stormwater Utility are attached. 7. Comments from the Water and Wastewater Utility are attached. 8. The Current Planning Department offers the following comments: a. The memo outlining the 'purpose of project" indicates that Drake Road is only seven feet from the front entrance. However, the Site Plan is unclear as it shows Drake Road is 13 feet from the house. Is the house seven feet behind the back of the sidewalk? Please label the sidewalk along Drake Road. b. The two spaces beneath the second story overhang cannot be counted as parking spaces in the parking data as they are not legal parking spaces. The existing parking data should reflect that there are currently 4 parking spaces front of the house. However, if no cars are allowed to be parked beneath the overhang, this area can be used by vehicles backing out of parking spaces in order to drive forwards out of the parking lot. C. The two parking spaces proposed in Option 2 do not scale to a 17 foot depth. Staff is very concerned about the impact of these spaces on the existing tree in the front yard. It appears that the additional paving and vehicle overhang will cause damage to the tree. Staff does not support this location for two additional parking spaces. Please pursue parking option 1. Final that were submitted on February 24, 1997, and would like to offer the following comments: 1. The Zoning Department asks for clarification of the following: a. Did the Drake Road improvements change the location of the property line? b. Is the sign on the property located within the right-of-way? 2. The Building Inspections Department stated the following: 'When the business operator no longer occupies the facility, the exception to building code compliance for licensed Home Occupations is no longer applicable. Use of a portion of the existing residential building for an office becomes a change in character of occupancy. The building code allows such a change only when the building is made to comply with the requirements of the code for the proposed use. Typically, in a change from residential to office, the types of changes may include but are not limited to: providing an accessible toilet room, upgrading the electrical, mechanical and plumbing systems and energy conservation measures. The changes in occupancy is a building permit process initiated by you after the PUD is approved. Submission of site plans, floor plans and a completed building permit application to the Building and Zoning Division is needed. A Certificate of Occupancy for the building is issued after any corrections are made and inspected." 3.
