Planning: Planning comments are on a red -lined Site Plan, Landscape Plan, and O subdivision plat. These red -lined plans must be included with your re -submittal to the City. This completes staff comments at this time. Additional comments may be forthcoming from City departments or outside reviewing agencies if they are received by the Current Planning Department. This development request is subject to the 90-day revision re -submittal requirement (from the date of this comment letter) as set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all of your redlined plans when you re -submit. There may be a trail issue regarding who is responsible to construct certain parts of the trail and the crossing of the Trilby Lateral ditch. Natural Resources: 1. Additional landscaping along the south and southwest side of the replatted area, between the buildings and the Trilby Lateral, have been committed to by another property owner. The landscaping would work in accord with the Landscape Plan for this replat. The additional landscaping should be shown on this Landscape Plan so that the overall effect can be evaluated. 2. Some plant materials shown on the Landscape Plan are not indicated on the Plant List. They are the SJLP (assumed to be a Spirea species) and the Ivy. rf vEt) Stormwater: 1. This is an incomplete submittal. There really is nothing to look at. A drainage report must be submitted or the next re -submittal will not be accepted by the IS Current Planning Department. Engineering: Many previous comments have not been addressed. 2. This developer is responsible for the construction of the trail over the Trilby Lateral, to connect to the trail in the Cathy Fromme Prairie Natural Area. Please contact Craig Foreman of the Parks Planning Department, at 221-6618, to discuss this responsibility. ADaG�b NUT �-- 3. A public access easement is needed for the public trail to the Cathy Fromme Prairie Natural Area, along the rear of Lots 63 — 70 and next to Lot 71. The latest plat is showing a 30' wide District and pedestrian access easement. First, will the South Fort Collins Sanitation District accept this shared easement and second, why can the easement not be dedicated with this plat? Also, the necessary easement should really be a bicycle/pedestrian access easement. 4. A Reception # (from Larimer County) for the right-of-way vacation must be included on the plat. Please note that the slopes shown over the proposed re -aligned sewer line are 0 excessive. How will this area be vegetated. The 1:1 and 2:1 slopes may present slope stability problems. Please provide slope stability measures over the relocated storm line. Due to the excessive velocities in the proposed line, the use of a drop manhole is suggested in order to reduce the potential for erosion. OPlease provide a copy of the revised utility plan set with the next submittal as none was received by Stormwater with this first submittal. Site and landscape plans are submitted separately and may be placed inside the set as reference only and are NOT be numbered as part of the set. Utility plans show structures outside of the building lot and encroaching into Tract 7, the 13' utility easement, and the 20' drainage easement. No part of the structure - footings, roof overhang, bay windows, etc, allowed in any easement or ROW. You'll need to move these back and out of the easements. See redlines. The utility sheet shows one single lot while the plat shows individual lots.Which is correct? The sheets need to match. 39 03/06/02: It might help to include a removals sheet. An additional sheet might help clarify what is being abandoned and where. 40 03/06/02: Garages must be set back a minimum of 20' from the back of walk. The property is incorrectly described in the subtitle and the legal description on the subdivision plat. 3. The property is tied to the wrong section control. 4. The subdivision plat needs a note vacating existing easements and re- dedicating easements as shown. 5.
