Comment: There are concerns now about the traffic situation on Harmony through the Overlook area, no turn lanes, no good crosswalks for kids and other people. 29. Comment: The developer would probably want to get the maximum number of units on this property that he can. 0- J T Answer: They will be stepped down. The units will definitely affect your view. 17. Question: Are these all two-story buildings? Answer: Yes. 18. Question: Is there any way to diminish the street lighting levels in this development, like in Phase I? 19. Question: Could the City purchase this property for open space to remain undeveloped? Answer: That has been approached and the answer today is no. 20. Comment: The world today from a traffic standpoint is different today than it was then. 21. Question: Why is an ecological characterization study not required for this project? Answer: Contact Kim Kreimeyer. 22. Question: Will the traffic study be submitted prior to P&Z hearing? Answer: Yes, with the submittal. 23. Comment: Phase II blocks views of homes to north and Phase I did not (so much). 24. Question: Is there no way to lay out the project to minimize the visual impacts to surrounding area? Answer: We tried it but it does not work. 25. Question: Will there be trees or shrubs as shown in the plan? Answer: A combination of both. 26. Comment: The City needs to look now at the amount of traffic in the area and the accumulative effects with existing and proposed development. 27. Comment: The intersection of Seneca and Harmony is already very dangerous, with some serious visual obstruction. s 6. Comment: There are significant traffic concerns and problems regarding Seneca, Harmony, and streets in the area. 7. Question: What is the earliest date that a building could be put on this land? Answer: Maybe 1 1/2 years or more. 8. Comment: There needs to be controls about people taking dogs directly into the natural area. 9. Question: What is the distance between homes and ridgeline and prairie? Answer: Approximately 500 feet. 10. Comment: Why does the City want such high density next to the natural area. The animals will create a real problem in the natural area. 11. Comment: If this is low density, what is defined as low density? 12. Question: Does this current development proposal have to conform to the approved ODP and maintain the density? Answer: Essentially, yes. 13. Question: What are plans and timing for improvements to Harmony Road east of Seneca Street. Answer: That will be determined with traffic and future development. 14. Comment: Why can Harmony Road not be reopened to Taft Hill Road. 15. Question: How many parking spaces will be provided for the units? Answer: 2 car garage per unit. 16. Question: How will the units be designed to work with the topography? I•• ,t Y NEIGHBORHOOD INFORMATION MEETING -- PROJECT: Harmony Ridge, Phase II DATE: January 12, 2000 APPLICANTS: Jim Sell Design CITY PLANNER: Steve Olt The applicant and developer are proposing a townhome (multi -family) development to be known as Harmony Ridge, Phase II on a property on the south side of `old" Harmony Road between Seneca Street and south Taft Hill Road. The proposal is for 122 or 123 townhomes on approximately 15 acres located west of the Harmony Ridge PUD, Phase I development, south of the Overlook single family neighborhood, and north of the Cathy Fromme Prairie Natural Area. The property is in the LMN — Low Density Mixed -Use Neighborhood District. .......... QUESTIONS, CONCERNS, COMMENTS, RESPONSES .......... 1. Question: What is the buffer area between the units and the Prairie going to be like? Answer: Native, dryland plants similar to what was approved with Phase I. Architecture will minimize the impact. Fencing minimal, if at all. 2. Question: Is access out onto Harmony? Answer: Yes, through Harmony Ridge Phase I to Seneca Street. 3. Comment: The decision to put the access on the curve is a bad idea. 4. Question: Will the City and development traffic engineers talk to one another about the access location and design? 5. Comment: The children in this development will not have a way to cross Harmony Road.
