Preliminary simulations of the Project from South Taft Hill Road and from the trail in the Prairie have been prepared. As soon as the simulations are in final form, we will be submitting them as an exhibit for the .Planning and Zoning Board hearing. We trust that the City's review of this submittal will be conducted expeditiously so that the Project can stay on the hearing schedule agreed to in discussions with Cameron Gloss and yourself. Jim Sell, Jim Sell Design Vaughn Furness, Jim Sell Design Cameron Gloss, Current Planning Director Mr. Steve Olt, Project Planner September 14, 2001 Page 2 • The break between Lots 51 and 52 (now identified as Lots 44 and 45) has been eliminated to broaden the width of the undeveloped area created by the elimination of the six (6) lots. • The amount of fill is significantly reduced as a result of the elimination of six (6) lots from the steepest area and the change to three -to -one slopes. • Although we had proposed, with the change in slopes, to eliminate two of the three retaining walls below Lots 34-40 and Lots 41-48, we have been able to completely eliminate all of the retaining walls in these areas. • Our proposal for the area of the steepest slopes, where the prior plans had shown a series of five walls, each five feet in height, was to reduce the number of walls to three. With the elimination of lots and the change in slopes, we have been able to: (i) eliminate all walls in the center portion of the slope, (ii) reduce the number of walls near Lot 40 to three walls only four feet in height; and (iii) reduce the number of walls near Lot 41 to four walls of a shorter height (three are three to four feet tall, and the wall near Nico Way is two feet tall) with more gradual spacing between them. • The amount of disturbance to the site's topography and natural features will be significantly reduced. • View shed concerns for motorists on South Taft Hill Road and for users of the Prairie trails have been addressed. In response to the Staffs comment regarding Criterion A-1.9, Water Quality, we are submitting copies of the Wetland Mitigation Plan. Also, after meeting with representatives of the Trilby Lateral Ditch Company, the Developer's engineer, TST, Inc., has incorporated changes into the plans that satisfy the Ditch Company's concerns. A follow-up meeting with the Ditch Company is scheduled for September 21, 2001. Regarding Criterion A-1.1, Solar Orientation, please see the attached copies of a request to the Planning and Zoning Board for a variance from this requirement. To the extent that the other Staff comments to the prior Project plans are still applicable, we offer the following responses: • Zoning Department - Building heights are noted on the building elevation sheets, because no duplex building elevations are being submitted at this time, the Developer will process a minor amendment for the duplex elevations prior to any application for duplex building permits. • Fort Collins -Loveland Water District and South Fort Collins Sanitation District - All comments of Systems Engineer, Terry W. Farrill, dated April 9, 2001 have been addressed by revisions to the plans. • Poudre Fire Authority - Please see the attached letter from Ron Gonzales approving the addressing of the private drive lots from the nearest public street. • Transportation Planning - Residents of the Project will have access to the Fromme Prairie Way trail head on the Prairie via a pedestrian connection at the north end of Nico Way (formerly Skunkbush Drive). Kathleen Reavis has stated that in light of the plan revisions, the existence of alternate bicycle connections and the need to be sensitive to the Prairie, additional trail connections from the Project to the Prairie will not be required. OLIVE (970) 482-4322 1008-1981 Fax (070)482-5710 September 14, 2001 Mr. Steve Olt, Project Planner Current Planning Department City of Fort Collins 281 North College Avenue Fort Collins, CO 80521 Re: Harmony Ridge PUD, 2"d Filing Preliminary & Final, #45-95D Dear Steve: Attached hereto for review under the Land Development Guidance System ("LDGS") is a resubmittal of the Preliminary and Final plans for the Harmony Ridge PUD, 2" a Filing (the "Project") consisting of the following components: Site Plan 10 copies Plat 8 copies Landscape Plan 8 copies Utility Plans 6 copies Drainage Report 3 copies Wetland Mitigation Plan 3 copies Request for Solar Variance 3 copies Poudre Fire Authority letter 3 copies After receiving the Staff s April 24, 2001 comments on a prior version of the Project plans and a copy of the Staff s recommendation for denial to the Planning and Zoning Board, the Developer proposed several significant conceptual changes to address the resource protection issues identified under LDGS Criterion A-2.3, Natural Resources. With the Staffs agreement that the proposed revisions were good solutions to the major planning issues, we worked out a schedule for resubmittal and review and the Developer and his consultant team proceeded with the technical work necessary to implement the proposed revisions. The following revisions have been successfully incorporated into the Project plans: Six single-family lots (one more lot than originally proposed) have been eliminated from the portion of the Project nearest to the Cathy Fromme Prairie Natural Area (the "Prairie") leaving a large undeveloped area between Lots 40 and 41. The Project now includes thirty-nine (39) single-family and nine (9) duplex lots for a total of fifty-seven (57) dwelling units on forty-eight (48) lots.
