The storm line crossing of the ditch is at a shallow angle, please revise the crossing, if
possible, to be closer to a 90 degree angle.

For maintenance purposes the 8 foot sidewalk chase and swale proposed on the south
end of Nico Way are not advised. Please consider using a 4 foot Type R inlet with a
15" pipe to pass the.2 year flows, while the 100 year flows can overtop the sidewalk into
an overflow swale.

The Plat needs to state that the Fort Collins -Loveland Water District Existing 20' Utility
Easement within the plat boundaries is to be vacated with this plat. This area cannot be
both "Tract 2" (an Open Space, Drainage and Utility Easement) and a District Utility
Easement. If the District does not agree to this, then the Tract 2 designation cannot
occur.

Please indicate where the transition to remove the crown of the street begins with the
elevation at the point in accordance with Standard Drawing D-19. The response from
the previous round indicated that the spot elevations indicate the beginning of the
transition area. As there are two sets of spot elevations (one typically around 20' from
the intersecting street and another typically. 60' from the intersecting street) my
assumption is that the transitions are designed to occur on the set of spot elevations
further away from the intersecting street, however this should still be labeled. ,

cross slope at that point less than 2%.

Standard Detail 7-29A of the Larimer County Urban Area Street Standards is referenced
in the details sheet, my assumption is that this detail is for the private drive between the
two cul-de-sacs. Yet, the response sheet indicates that flares are not needed, as the
drive is 24' wide. Driveway flares are needed for this private drive and should be
constructed with Standard Detail 7-29A.

It appears that landscaping requirements along public streets aren't being met along the
two northern cul-de-sacs, perhaps due to the roadways extending into exclusive
easements? Or are these required under the LDGS?

The certificate of dedication and maintenance guarantee language on the plat needs
some tweaking to the language. A copy of the plat language is attached with the
comment sheet, this is also available in electronic format if desired.

As previously commented on, dedicate the area used by PFA as a second point of
access to Fromme Prairie Way as an emergency access easement on the plat. This
area needs to also be an "emergency access" easement (not just "access") in order to
allow PFA or other emergency services to have enforcement abilities over the access
point. PFA would prefer that both cul-de-sacs provide an emergency access connection
out to Fromme Prairie Way.

The District needs to provide the confirmation letter from the District prior to a public
hearing.

The response letter from TST states that the existing Water District easement will be modified
within the boundaries of the plat. Modified or vacated? The District Easement needs to be
vacated in order to allow Tract 2 to exist as an open space, drainage, and utility easement - dual
designation of this area cannot occur. The District's comment letter for this round specifically
stated that "Tract 2 is a District Easement, the reference to open space, drainage and utility
easement is to be removed". If the District will not allow any use within their existing easement
and will not vacate their right to this easement, then the current design has issues. The two cul-de-
sac streets will need to be moved south to ensure standard right-of-way and utility easement
dedications are not encroaching on the District's easement. The City will not be in favor of any
scheduling for a hearing date until this issue is resolved and the District provides a confirmation
letter regarding this issue being resolved.

Two retaining walls are being proposed on Sheet 6 of the utility plan. Retaining walls
cannot encroach into the utility easement behind the right-of-way of Nico Way. The
District also has indicated a concern with the retaining walls in proximity to their utilities.
