College Ave Fort Collins, Co 80522-0580 From: Gary Stadele Trilby Lateral President 828 Scenic Drive Fort Collins, Co 80526 Date: Oct. 23, 2001 Subject: Trilby Lateral status with #49-9513 Harmony Ridge, Filing 2 Preliminary/Final PUD Steve This is a update on the status of the Trilby Lateral Ditch company and the Harmony Ridge Filing 2. The primary issues are our concern over run off that originates on the hillside and on run off that comes from the streets due to plugged storm drains. As a result of a recent meeting with TST, they have proposed, not one but three, silt fences to control the run off that originates on the hillsides. The Trilby Lateral believes that this proposal has potential. Control of run off that originates from the streets does not yet have a acceptable proposal. The Trilby Lateral's concern is for both the construction phase when temporary gravel filters would be installed in the storm drains and after the construction phase when trash could plug the storm drains. What will happen is that during a heavy rain the storm drains won't handle the flow due to the gravel filter or trash and then the water will overflow the street and flow down the steep hillside to our ditch. As the water flows down the hillside it will cut deep trenches into the hillside and the mud will be deposited in the Trilby Lateral ditch. This last year the Trilby Lateral removed 5-10 cu yd of mud from such a mudflow from Prairie Ridge street in the Phase 1 of Harmony Ridge. It is the Trilby Laterals position that the design of this development must be such that mudflows during and after construction must be such that the Trilby Lateral will not be damaged by mudflows. The Trilby Lateral is in the process of resolving these issues with TST Engineering. Although the last officially submitted plans (Oct 10 review) are not acceptable to the Trilby Lateral, TST is continuing to work on the problem and I feel that progress is still being made. I do not have a problem with a Nov 15 public hearing on Harmony Ridge.
