Stormwater needs a revised grading plan and did not get one. Natural Resources (Kim Kreimeyer) 20. Natural Resources wants to see plans for the building product and size. Building elevations and envelopes should be provided. 21. How will the larger lots affect the approved Landscape Plan? 22. Natural Resources wants to see a grading plan. Transportation Planning (Kathleen Reavis) 23. Is the current bicycle path location going to change? Information about this should be provided. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is a 90 day plan revision submittal time -frame mandated by the City. The 90 day turnaround period begins on the date of this comment letter (October 19, 2000) prepared by the project planner in the Current Planning Department. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to a public hearing before an administrative hearing officer for a decision. If so, it will be scheduled for a date in the near future. Please return all drawings red -lined by City staff with submission of your revisions. The number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet. A copy of the comments received from Mark McCallum of the Engineering Department is attached to this comment letter. A red -lined copy of the replat, with additional comments, is being forwarded to the applicant. Please contact Mark, at 221-6750, if you have questions about his comments. 10. Basil Hamdan of the Stormwater Utility is asking that the applicant please provide a revised grading plan if new grading is being considered with these new building envelopes. 11. Jim Slagle of Public Service Company stated that they have no comments or concerns regarding this replat. The following general concerns were discussed at the Staff Review Meeting on October 11, 2000: Planning 12. The final replat will be approved by the Director of Planning, not the City Council. The signature block on the plat should read....."Approved by the Director of Planning of the City of Fort Collins....." and undersigned by the Director of Planning. 13. What is the reason for the larger lots? The previously approved buildings would fit into the previously approved lots. If the buildings are planned to get bigger, then a minor amendment will probably be necessary. Also, the approved minimum 50' separation between buildings in this area must be maintained. 14. The standard note regarding "Notice of Other Documents" (attached) must be added to the plat. Engineering (Mark McCallum) 15. Lots 21 and 22 encroach into the old right-of-way for Morning Dove Lane. 16. The Vicinity Map does not have enough information. Such things as zoning on this and adjacent properties, the Cathy Fromme Prairie Natural Area, the Ridge residential development to the east, residential development to the north, and how these 3 lots fit into Phase 1 of Harmony Ridge needs to be on the map. 17. There is lots of incorrect information on the plat. 18. Technical Services has indicated that there are significant problems associated with this replat. 6. The Technical Services (Mapping/Drafting) Department offered the following comments: a. Per the description, the subdivision plat should show and monument all of Tract 7. b. It appears that Dusty Sage Loop does not match the previous plat. This replat needs to show dimensions on the street. C. Where did the 30' sewer easement come from? The 30' easement cannot be located with the information shown. d. The plat has problems and Technical Services will need to see it again. Please contact Jim Hoff, at 221-6588, if you have questions about these comments. 7. The City of Fort Collins Water/Wastewater Department stated that this project is in the Fort Collins -Loveland Water and South Fort Collins Sanitation Districts service area. 8. Doug Moore, a City Natural Resources Planner, offered the following comments: a. Please contact either Kim Kreimeyer, at 221-6641, or Doug Moore, at 224-6143, with answers to the following questions: - How are the buildings going to be placed on the lots? - Will there be building envelopes on the lots? If so, show what they look like. - Have the building sizes changed? - Is there a change in the type of the building product? b. Lot 20 is not stepping back as previously approved. C. Natural Resources would like to see the size of the buildings (masses) and the open areas (voids) between the lots. Will they remain the same as on the previously approved plat? d. It appears that the changes made to the lots will effect the approved Landscape Plan, which would require a minor amendment to the approved plan. Please address how the landscaping will be changed if this replat is approved. Please contact Doug, at 224-6143, if you have questions about these comments. Commu^;ty Planning and Environmental "-rvices Current l .anning City of Fort Collins October 19, 2000 TST, Inc. c/o Rich Dvorak 748 Whalers Way — Building D Fort Collins, CO. 80525 Dear Rich, Staff has reviewed your documentation for the Harmony Ridge PUD, Replat of Lots 20, 21, and 22 that was submitted to the City on September 27, 2000, and would like to offer the following comments: 1. Dennis Greenwalt of AT&T Cable Services stated that they have no comments or concerns regarding this replat. 2. Mike Spurgin of the Post Office stated that they have no comments or concerns regarding this replat. 3. Peter Barnes of the Zoning Department stated that they have no comments or concerns regarding this replat. 4. Rick Lee of the Building Inspection Department stated that there are no Building Code issues at this time. 5. Michael Chavez of the Poudre Fire Authority offered the following comments: a. The turnaround at the end of the street must have an outside turning radius of 40' or more and an outside turning radius of 20'. b. Fire hydrants are required, with a maximum spacing of 600' along an approved roadway. Each hydrant must be capable of delivering 1,500 gallons of water per minute at a residual pressure of 20 psi. No commercial building can be greater than 300' from a fire hydrant. C. Address numerals shall be visible from the street fronting the property and posted with a minimum of 6" numerals on a contrasting background (example: bronze numerals on brown brick are not acceptable). 281 North College Avenue • P.O.
