Stormwater (Basil Harridan 14. Stormwater needs a revised grading plan and did not get one. This was stated in the Staff comment letter dated October 19, 2000. 15. All staff comments have not been addressed. This item is not yet ready to be scheduled for an administrative or a Planning and Zoning Board public hearing. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is a 90 day plan revision submittal time -frame mandated by the City. The 90 day turnaround period begins on the date of this comment letter (March 15, 2001) prepared by the project planner in the Current Planning Department. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due.to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to a public hearing before an administrative hearing officer or the Planning and Zoning Board for a decision. If so, it will be scheduled for a date in the near future. Please return all drawings red -lined by City staff with submission of your revisions. The number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet. Comments have not yet been received from Doug Moore and Kim Kreimeyer of the Natural Resources Department. They do have significant concerns regarding the placement and architecture of the buildings that would go on these lots and how they relate to the Cathy Fromme Prairie Natural Area. Please contact Doug, at 224-6143, if you have questions about their concerns and comments. 5. Mark McCallum of the Engineering Department stated that the applicant must address the comments shown on red -lined plans. Also, address the comments from Technical Services. A current, revised grading plan must be submitted to the City for review. 6. Basil Hamdan 'of the Stormwater Utility is asking that the applicant please provide a revised grading plan if new grading is being considered with these new building envelopes. Please see comments on red -lined plans. 7. A representative of Public Service Company stated that trees may not be planted within 4' of gas lines or gas mains in the existing utility easement. The following general concerns were discussed at the Staff Review Meeting on March 7, 2001: Planning 8. The final replat will be approved by the Director of Planning. The signature block on the plat should read ....... Approved by the Director of Planning of the City of Fort Collins....." and undersigned by the Director of Planning, not the City Clerk. This was stated in the Staff comment letter dated October 19, 2000. Also, delete the sentence "Witness my hand and seal ......... 2001 ". It is irrelevant. Engineering (Mark McCallum) 9. A revised grading plan is needed and must be submitted to the City for review 10. The Vicinity Map does not have enough information. Such things as zoning on this and adjacent properties, the Cathy Fromme Prairie Natural Area, the Ridge residential development to the east, and residential development to the north need to be on the map. This was stated in the Staff comment letter dated October 19, 2000. 11. The subdivision plat still contains a number of errors. 12. The subdivision plat and legal description do not close. Dennis Greenwalt of AT&T Broadband stated that they have no comments or concerns regarding this replat. 2. Mike Spurgin of the Post Office stated that they have no comments or concerns regarding this replat. 3. The Technical Services (Mapping/Drafting) Department offered the following comments: a. The subdivision plat and the legal description do not close. Several courses do not match between the plat and legal. b. A 20' easement in Tract A cannot be located. C. The notes "Prior Lot Lines" on the subdivision plat do not point to anything. d. The Point Of Beginning tie on the subdivision plat does not match the legal description.
