After discussing at length with Jim Newcomb, I think it is reasonable to
modify your language to read as follows:
RETAINING WALLS VISIBLE FROM THE ADJACENT NATURAL AREA ARE NOT ALLOWED,
HOWEVER, SMALL LANDSCAPE WALLS OR TERRACES BUILT FROM PRODUCT OF NEUTRAL
COLOR ARE PERMISSABLE IF CONSTRUCTED WITHIN THE LOT LINE. SUCH LANDSCAPE
ELEMENTS MUST BE LESS THAN OR EQUAL TO 3 FEET IN HEIGHT AND ARE SUBJECT TO
HOA APPROVAL. LANDSCAPE PLANTINGS IN ACCORDANCE WITH THE FORT COLLINS
NATIVE PLANT LIST SHOULD BE INCORPORATED TO BLEND THE WALLS WITHIN A 5-YEAR
ESTABLISHMENT PERIOD. LANSCAPE PLANTINGS ARE ALSO SUBJECT TO HOA APPROVAL.

Jim,
No, I'm sorry the way I wrote this statement does not, if the wall can
be seen from the natural area. I can argue that many homes are built
around the world with difficult topography not using retaining walls. I
would prefer that we not get into that and that we resolve this issue.
I understand your challenges and you know mine. Can you work on my
statement to make it livable for the both of us? I'm open to try, send
me a revised statement and let's try to quickly work this out.
