SECOND & THIRD P & Z BOARD HEARINGS - 49-95 - REPORTS - CITIZEN COMMUNICATIONMarch 3, 1996 To Whom It May Concern: This is my second letter opposing the Harmony Ridge Development since the meeting must have been postponed. My husband and I strongly oppose this development for a variety of -reasons. I live at the corner of Harmony and Taft overlooking the. area in question as well as the Cathy Fromme Prairie. This natural area is a hunting site for many Raptores and a home to Prairie Dogs, etc. We purchased our home here because of the .view and natural area. I"m sure our home's value will decrease a great deal with the building of this development. What a shame that Fort Collins keeps building "Cookie Cutter" developments without apparent concern for nature, public opinion, or traffic problems. Traffic congestion is already a problem in this area and will be dramatically increased if this proposal is approved. Townhomes are especially intrusive due to height and closeness. The view of the foothills will certainly be affected. Will the current Harmony Rd. be closed? I feel like a victim in this situation since from all I have seen in the recent past is MORE b MORE development and little concern for established property owners and nature. I URGE you to consider nature, openspace, current residents, and the future of Fort Collins and OPPOSE this HUGE development! Collins, CO -80526 March 3, 1996 To Whom It May Concern: I am a resident in the Overlook subdivision and have great concerns about the possibility of the "Old" Harmony Road remaining open due to the proposed projects of Harmony Ridge - Overall Development Plan, #49-95, and Harmony Ridge PUD, Phase One - Preliminary, #49-95A. I purchased my home with knowledge that the 'old" Harmony Rd would be eliminated. The intersection at the "old" Harmony Rd and Taft Hill Road is an extremely dangerous one. I myself have almost been in an accident at this intersection and it seems there are frequent accidents here. Because there is a steep hill at this intersection, emergency equipment has difficulty responding, in the timely manner that is required of them. To widen or improve this intersection would require the EPA getting involved because of the previous waste ground that would need to be used. These are tax dollars I do not want to support. I urge you to eliminate the "old" Harmony Road regardless of the request from the applicant who is not even a Fort Collins resident. COLLINS, COLORADO 80525 The Woodridge Homeowners Association has received instructions from the membership in support of the following development issue: The Woodridge community was approved in 1990 by the City of Fort Collins with the understanding that Old Harmony Road would be abandoned upon New Harmony Road's connection to County Road 38E. Now that the developers of Harmony Ridge P.U.D. are making applications to the City to use Old Harmony Road as a second point of access and to restrict the possibility of a connection of Seneca Street to Taft Hill Road, we are unclear if the present plan of the City is to continue the use of Old Harmony Road as a substitute for the Master Plans' proposed extension of Seneca Street to the Southwest, connecting with Taft Hill Road at some point. We feel this reversal of the Master plan will result in the continued safety problems associated with the Taft Hill/Old Harmony intersection, and also be a burden to taxpayers due to excessive costs of improvements to that intersection's further use. The homeowners in Woodridge think that there is an excellent opportunity to design Harmony Ridge, the convenience site, and the existing Woodridge development into desirable neighborhood where traffic, people and bicycles can travel safely and conveniently. Allowing Old Harmony Road to remain prohibits that from ever happening. We would also consider assisting with planting trees for screening purposes. If you are interested in pursuing these issues we would be happy to discuss them with you further. 2. We are concerned about minimizing the light in your development near The Ridge. As you are no doubt aware we have no street lights and the majority of residents enjoy the feeling of living in the country which would be reduced if there were substantial lighting. We are aware that the city ordinarily imposes certain lighting requirements. We were able to persuade the City to minimize its lighting requirements for the Westbury .Subdivision (which is immediately East of The Ridge). We would hope that a similar arrangement could be negotiated for Harmony Ridge. 3. We remain concerned about the elevation of the houses that will be built on the lots adjacent to The Ridge. We believe that all reasonable action should be taken to minimize the elevations. If two story homes are necessary, a reduced roof pitch would reduce the overall elevation. P.O. Box 98 Fort Collins, CO 80522 Dear Joe: I am writing on behalf of The Ridge Homeowner's Association. Bob Kulovany informed me that you had requested copies of our covenants. The covenants have been amended twice so it is difficult to compile the formal recorded covenants. Enclosed for your information is an unofficial merging of the original covenants with the amendments. As I believe I mentioned to you at the neighborhood meeting there are some things we would have done differently if we were starting from scratch when we did the amendments but given that we had existing covenants to deal with we decided to limit the changes to those thing which really needed to be changed. In any event, I hope these will be of use to you. I would also like to make a couple of comments relative to your proposed Harmony Ridge PUD. I have reviewed the staff comments and the revised plans which you submitted to the city on November 1, 1995. It does not appear that there are any changes which are significant to The Ridge residents since your original proposal. We were happy to see that the city did not request that you have access into The Ridge as that was the single issue which the homeowners felt most strongly about. There are a couple of other points which I would like to emphasize (or re-emphasize) as concerns of The Ridge: 1. We would like to have as much of a buffer as possible between our neighborhood and your development. We, of course, would like the buffer to be as aesthetically pleasing as possible. We prefer not to have a privacy fence but instead a berm and/or trees for screening purposes. While it does not appear that there is enough room on your lots to have berms without affecting the building envelopes, we would consider allowing a berm to extend onto Ridge property if you are willing to November 13, 1995 To Whom It May Concern: I am writing in regards to The Harmony Ridge Development Plan #49-95 & #49-95A. I live in The Overlook at Harmony and Taft Hill and need to express my concerns since I will not be able to attend the meeting on Nov. 20th. My husband and I purchased our lot 3 years ago specifically because of the openspace and view below it. We are deeply concerned about this proposed development since it will most certainly destroy the openspace below our home and in turn lower the value of our property. We also oppose this development since we know it will destroy a large portion of the area where wildlife prey on prairiedogs,etc. The traffic it lso a major concern. It -is already difficult to enter or leave our housing tract onto Harmony or Shields and adding hundreds of cars to this area is a hazard which should be avoided. We URGE you to oppose this development and save a part of Fort Collins from more look -alike housing, traffic, pollution, and destruction of open areas where wildlife still have a chance to roam freely. It appears to us that City Council seems to approve every development that comes across its desk despite public opinion and concerns. We hope this will not be such a case and a small part can be saved. Collins, CO 80522-0580 Dear Mr. Olt: This letter concerns the proposed residential development, Harmony Ridge, to be located on the South side of Harmony Road between Taft Hill and Shields streets. I do have concerns about the additional burden that the development may pose to the surrounding neighborhoods. Just looking at the map (copy on back) sent by your office one can see that there is not a park on the Southwest part of Ft. Collins. One of the reasons that Ft. Collins has become such a desirable place to live is the dedication in the past of the citizens to provide adequate recreation/open space to its citizens. I feel that this development would be just one more small step toward degrading the quality of life in Ft. Collins. Would the City be requiring the Developer to set aside any land for open space? Does the City have any plans to develop a park or open space in the immediate vicinity? Also, the traffic congestion on Harmony, Taft Hill and Shields in this area is already straining the roads which were essentially built to handle a "rural' capacity. What does the City plan to do to handle the traffic that 270 households will add to the area? Will the Transfort bus system be expanded to help reduce traffic congestion? I feel that the City should try to promote development in existing open areas within the city to prevent the urban sprawl that has taken place in Ft. Collins recently. Urban sprawl creates a disjointed community with traffic problems and pollution problems that no one likes. Sincerely, Kelly Behrens If there is just no way for Fort Collintto: • bpy the "Harmony Ridge""propegy , or • trade the land for a parcel which isn't adjacent to the Cathy Fromme Prairie then: Build Harmony Ridge in a way that maximizes the existing Cathy Fromme Prairie by: 1. Tradingthe city for a section of the current Harmony Road (West of the Harmony Road turnoff into the Woodridge development) in exchange for an extra allocation of. contiguous neighborhood open space on the West end. (The idea would be to remove un-needed road surface and use this land for development.) 2. Dedicating an unimproved natural open space on West side of development (or make only those improvements which city open space management feel would enhance the Cathy Fromme Prairie). 3. Placing deep "estate" sized lots on the entire West side (I - acre minimum each) of the neighborhood open space to serve as an additional buffer zone from higher density housing to neighborhood natural open space and finally to the actual Cathy Fromme Prairie open space. Include neighborhood covenants against solid fencing or erecting structurs on the center to rear areas of these large buffer lots.
