Natural Resources Department City of Fort Collins MEMORANDUM DATE: November 11, 1995 TO: Steve Olt, Current Planner FROM: Rob Wilkinson, Environmental Planner ��J RE: Visual/Aesthetic concerns with the Harmony Ridge P.U.D. development Natural Resources has concerns regarding the appearance of the proposed residential uses on the views from and user experience within the adjacent Cathy Fromme Prairie Natural Area, which ' would also encompass views of motorists driving along Taft Hill Road. We are concerned that this project should be designed with consideration given to color, architectural design, building mass and height, site layout, transition zones, and landscaping to assure that the project is compatible with the neighborhood and in conformance with Neighborhood Compatibility Criteria A-2.7 and A-2.3 of the LDGS. To date the materials with which we have been provided by the developer do not provide us with adequate information to determine whether the proposed project meets this criteria. Therefore we are recommending the following condition: The developer work with Planning and Natural Resources, and develop simulations which give adequate information to determine if criteria A-2.7 and A-2.3 have been met. Such simulations need to address the appearance of the hillside development from several locations on the Cathy Fromme Prairie to assure compatibility with regard to color, architectural design, building mass and height, site layout, transition zones, and landscaping. These simulations will be evaluated and presented to the Planning and Zoning Board at the Hearing for Final P.U.D. approval, along with conclusions and staff recommendations. 281 N.
