At a recent outreach Mayor Azari spoke with Helen,McClanahan -
2541 Orchard Place - 493-2076.
1. Ms. McClanahan has concerns about the street plans for
Orchard �j
Place - Ponderosa to e. Apparently there are some
apartments being built on West Elizabeth that may affect traffic
flows.
Can someone talk to Ms. McClanahan about her concerns. Please
send a response back through "questions"
2. She also asked why we don't have more bus shelters.

In response to concerns expressed to Mayor Azari by Helen
McClanahan - 2541 Orchard Place-493-2076 regarding street plans
for Orchard Place between Taft and Ponderosa, I offer the
following:
1. The apartment project that Ms. McClanahan is referring'"tb'is
the Jefferson Commons (Student Housing) Preliminary P.U.D.
development application. The Planning and Zoning Board will
hold a public hearing on this development application on April 8,
1996. The meeting begins at 6:30 P.M. and Jefferson Commons is
the third item on the agenda.
2. Orchard Place and W. Plum Streets currently stop at the east
and west property lines of the Jefferson Commons property. These
streets are not cul-de-sacs and have no permanent dead ends.
They are local streets that were intended to be completed as the
land developed. The Jefferson Commons Preliminary P.U.D. (192
units- 660 bedrooms) originally proposed a single access onto W.
Elizabeth Street. City Staff requested that either Orchard Place
-or Plum Street be connected through the site for a second point
of access and neighborhood porosity. The developer selected
Orchard Place. If Orchard Place is connected through the site,
the traffic study indicates that all intersections in the area
will operate at a level of service "C" or higher. If Orchard
Place does not connect, two intersections will operate at a level
of service "D".
3. Staff and the developer are aware of neighborhood concerns
and have attempted to address the concerns while maintaining City
policies. Further attempts will be made in the review of the
Final P.U.D. application. Staff recommends that Orchard Place
connect through the site. However, the Planning and Zoning Board
(or City Council if the project is appealed) will have the final
say as to whether or not Orchard Place connects through.
I will call Ms. McClanahan and invite her to the Planning and
Zoning Board Hearing on April 8, 1996.
