13. Stormwater Utility
1. Edge grading and drainage conditions have been clarified on the revised plans. JPI will
obtain agreements for easements for off -site conditions.
2. The area outside the building evelopes has been shown as a drainage easement. Therefore a
specific drainage easement to Skyline Mobile Home Park is not needed.
3. The channel side slopes have been revised accordingly.
4. The basin widths and calculations have been modified accordingly.
5. The discrepancy has been clarified to be consistent with the master plan.
6. Basin 66 and the proposed grading have been revised to match.
7. The detention pond overflow spillways have been clarified with cross -sections.
8. Further details of the pond outlet structures have been shown. Plans have been revised
accordingly.

* As discussed previously there is no need for additional r.o.w. dedication for the
improvements along Elizabeth.
* Details of the striping and transition of Elizabeth Street have been included with the
submittal package.
* See letter agreement with John Narum (property owner who's house faces the proposed Plum
Street vacation) regarding his willingness to accept the vacation of Plum Street. This letter
agreement was submitted to Mike Ludwig with a previous submittal. See prior comment

12. Engineering Department
Site Plan:
* The r.o.w. line has been revised as requested.
* Striping plans submitted with this package show the turn lane into the site.
Sidewalks have been revised to reflect the new City standard as requested.
* Dimensions have been provided for the sidewalk and parkway along Elizabeth.
* Existing and proposed improvements have been distinguished on the Site Plan.
* Areas for off -site r.o.w. dedications and vacations and off -site easements have been
determined by the changes made with this submittal. Additional coordination with the city is
required regarding the Orchard Place no.w. and the bike trail dedications and vacations_ With
this information JPI and its attorney will gather the necessary easements and dedications prior to
the May 20 Planning and Zoning Board meeting.

* Details concerning the Elizabeth Street r.o_w. in front of the site have been shown on the
plans. T1ie is no additional Elizabeth Street r.o.w. dedication required in front of the site. (A 50'
no.w. has already been dedicated.)
* The no.w. required for the construction of Elizabeth to the east aid west of the site has
already been dedicated. An off site construction and grading easement will be required to
construct the sidewalk in front of the two houses to the east of the site since the north edge of the
sidewalk coincides with the edge of the r.o.w. All constriction for Elizabeth Sheet to the west
lies within the already dedicated r.o.w. Coordination with all four property owners will be
required since driveway reconstruction will occur in the dedicated r.o.w. area. However no
dedications or construction easements will be required since the driveway construction occurs
entirely in the already dedicated r.o.w-

* Coordination with Kern Ashbeek and Transfort determined that a connection for buses
through the site to Plum Street was not desired.
Drainage Report:
* The water coming from the existing ditch lateral along Elizabeth Street will be conveyed into
the storm drainage system for the site. Upstream users of the ditch are unaffected by the
improvements on our site. There are no downstream users.
Utility Plans:
Title Sheet
* The plan set has been titled "Utility Plans" to match the City Code and Development
agreement references.
* Sheets have been renumbered as requested.
* A reference copy of the plat has been included with the Utility Plans.
* The vicinity map has been revised to show Orchard Place and Ponderosa.
* The benchmark has been noted and is part of the City's "Black Bolt" system.
* A City approval block has been included on all sheets except the plat.

street trees are included along West Elizabeth Street and additional landscaping has been
included near Building 1 to screen it from West Elizabeth Street. As discussed with Mike
/ Ludwig, additional trees are not needed between the sidewalks adjacent to parking and
the buildings. These trees were shown on the detail landscaping plans for each building.
All trees have now been shown on the overall landscaping plan. Please continue to refer
o the detail plan for shrubs, planter beds and foundation plantings.
1. Elevation Sheet Redlines
i. Colors of building materials are shown on the building elegy rvo+
ii. Roofing materials have been labeled as 'Ugh profile, eav dimensional shingles".
iii. As discussed with Mike Ludwig, brick has been included at the breezeway entrances
to the buildings, the remainder of the first floor elevation is a 4" siding. The second
and third floor siding is 8" and is a lighter color than the first floor siding. The
different siding widths are separated by a decorative band which matches the trim
around the doors, windows, eaves, etc,
m. A typical drawing for the wood fence has been provided. Brick columns are used at

7. TCi of Ft. Collins - JPI will coordinate with the cable tv provider regarding construction
coordination, details and easements as discussed at the April 25 utility coordination meeting.
8. Light and Power Utility
a. Water lines have been relocated as discussed at the April 25 utility coordination meeting.
b. A gas aquathenn system heating system will be used to heat the -apartments.
9. Mapping Department
a. Building Envelope ##7 has been revised so that it does not extend into the sanitary sewer
asement.
The point of beginning has been labeled on the Plat.
c. This issue has been corrected on the Final Plat.
d. A statement of dedication for the West Elizabeth Street is not necessary as a 50' right-of-
way has already been dedicated for Elizabeth Street. A 15' utility easement has been
added along Elizabeth Street as requested.
10. Water and Wastewater Utility
a. JPI will still connect the two existing dead end mains in Orchard Place. Therefore the
concerns regarding water pressure are unwarranted. The water lines will be connected to
the existing points of termination and routed beneath paved areas in the parking lot.
b. Our calculations show that we have adequate domestic and fire flow as based upon the
water pressures supplied by the City. No fire pumps will be necessary.
c. A note has been added to the landscape plans regarding a ten foot separation distance for
trees and a four foot separation distance for shrubs to be maintained from water / sanitary
sewer mains and services.
d. Landscape drawings have been coordinated with civil drawings.
11. Transportation Department
a. The width and radii of the drive have been increased to accommodate bus and fire turning
movements without the need to remove parking spaces in front of the clubhouse as
discussed with Kerri Ashbeck and Transfort. The parking spaces in front of the
clubhouse include handicapped spaces.
b. Access to the site has been provided at both Plum and Orchard Place on the east side of
the site.
c. A turn lane has been provided into the site from W. Elizabeth Street as shown on the
revised striping plans.
12. Engineering Department - Please see the attached responses to the Engineering Department
Conunents.
13. Stormwater Utility - Please see the attached responses to the Stormwater Utility comments.
14. Natural Resources Department - The trash enclosures have been designed to be large
enough to accommodate recycling.
15. Water Conservation Specialist - The Landscape Plan has been revised to include a schedule
of the landscape water use categories and associated square footage.
16. Current Planning Department
a. Additional pedestrian connections have been added to the Site Plan as discussed with
Mike Ludwig.
b. Sidewalks adjacent to parking lots are shown as 6 feet wide to accommodate vehicle
overhang. The widths of all sidewalks are shown on the plans.

Responses to Final Plan Review
I
Transfort
a. The entrance from Elizabeth Street has been desig/izeth
mmodate bus traffic
including appropriate turning radii and pavement
b. A concrete pad has been added to the west side of or the bus shelter.
Police Department - Build ng address locations haven on the revised elevations.
Site lighting has been shown on a separate plan includbmittal and provides good
security for our residents without significantly overdoneighboring properties. In
addition, "house" lighting will be included at the building breezeways which provide
entrances to the units. These house lights will be included in the electrical plans submitted to
the Cite for building permit.
Poudre Fire Authority - Since all structures are to be equipped with an automated fire
suppression system, we request that the preference for 28' wide drive aisles be waived.
Zoning :Department
a. Building envelope dimensions and setback distances of the building envelopes to the
property lines have been shown on the Site Plan. Please refer to sheet 2 in this submittal
t'pr this information.
b. The words "on -site" have been removed from Landscape Plan Note #4.
c. A note regarding the Planning and Zoning Board's decision on April 8, 1996 to approve
an increase of the number of unrelated persons who may reside in individual dwelling
units from three to four, for each of the 120, four bedroom units has been added to the
Site Plan.
d. "Required Parking" and "Parking Provided" data have been provided on the revised Site
Plan.
e. A legend has been added to the Site Plan.
f. The building envelopes shown on the plat are substantially larger than the building
footprints.
Building Inspections Department
a. Apartments will comply with the appropriate sections of building codes regarding
hwidicapped accessibility/adaptability. The building and twit plans are being reviewed
by the Building Inspections Department as part of the building permit process.
b. The site plan is accessible to persons with disabilities in accordance with the appropriate
sections of the building codes. Accessible routes of travel have been shown on the site
plan.
Public Service Company
a. Paving will occur after the installation of utilities.
b. The structure across the West Plum Channel is designed to include sleeving for the
natural gas line as discussed at the April 25 utility coordination meeting.
e. There are no permits to obtain for the construction of utility lines through the West Plum
Channel. Only the approval of the City of Ft. Collins Departments of Natural Resources
and Stormwater Management are required.

Jefferson Commons PUD Final Plan, Based upon the revisions we are submitting for
review today, JP1 and our attorney, Brad March, will be securing the dedications,
vacations and easements as required by the revised plans over the next couple of weeks.
We will forward these agreements to you as they are received.
We appreciate your efforts in coordinating issues regarding this project with us, the
