LANDSCAPING The landscape plan shows trees planned adjacent to the highway and in an
area which could restrict site distance. Clear site distance must be provided for the
distance related to the posted speed limit. Also in regard to the trees, when future
expansion is necessary, those trees would need to be removed. We recommend the trees
be moved east of the sidewalk.
UTILITIES If new utility lines or connections are necessary within the state highway ROW, a
utility permit is required. Prior to such utility work, Mr. Henry Rangel of the Department
should be contacted at (970) 350-2111.
My comments are based upon the submittal as received December 1, 1995. Thank you for the

Dear Steve:
I have reviewed the plans`for 1st Stop Plaza, which is redevelopment,of the existing Pagoda
Restaurant Site. I offer the following comments:
RIGHT-OF-WAY The existing right-of-way (ROW), 80 foot ROW with 40 feet east of
centerline, may not be adequate for this site. As widening of the highway is required in
the future, additional ROW will be necessary. It seems appropriate to request that
additional width at this time. We prefer that request be in the form of a dedication of
ROW.
ACCESS The traffic analysis describes the existing access conditions as "open" and the plans
show restriction of access to the site at its' south property bourdary. No mention is made
of a restriction of movements at the new access. The access control plan currently in
progress is mentioned in the study. I believe that plan will target a restriction to right-
in/right-out turns upon redevelopment of properties, such as is occurring on this site. It
seems appropriate for the City to require a restriction to right-in/right-out, at the current
time, if this site is experiencing a change of use (increase in traffic by 20%).
Details of access design havenot been provided. If a right-in/right-out condition is to be
required, the access configuration will require revisions.
The study refers to a North College/proposed access drive/Pinyon Street.intersection. I
am not clear on the location of that Pinyon Street intersection. It is not indicated on the
plans.
