The maximum allowable curb cut width is 35' and is subject to the State's design code. The transportation study will determine which sections of the design code are applicable. C. Access .ramps for a future sidewalk along North College Avenue will be required on both sides of the proposed entrance and through any medians which may be incorporated. d. Standard utility plan submittal requirements will be applicable. e. The Street Oversizing Fee for retail use is $14,005 per acre. The Planning Department is currently in the process of rezoning this property as part of the newly adopted North College Corridor Plan. The proposed use is compatible with this plan. An access control plan is also being worked on which tentatively shows an access point further south of the proposed new curb cut. In any case, access to properties east of the proposed site should be .provided as .a part of this development. Superstore Design Guidelines .and Standards will be applicable. The flow of the sprinkler system will need to be tested and approved by the Poudre Fire Authority. f. A permit for utility excavation in the State R.O.W. will be required. Please contact Roger Buffington at 221-6681 with any questions regarding these comments. 6. The Stormwater Utility Department offers the following comments: a. The property is located in the Dry Creek Drainage Basin. The Stormwater Development Fees for this basin are $5,000 per acre based upon the amount of impervious surface area and the amount of on -site detention provided. b. The northeast portion of the site is located in the "floodway". No development is allowed in this area. The remainder of the site is located in the "flood plain". All structures in the flood plain must be flood proofed to 18" above the 100 year flood elevation. C. Off -site drainage easements will be required. The Auto Zone property obtained easements for their use only, at a sictnificant expense. The Stormwater Utility Department encourages you to get an early start on obtaining the off -site drainage easements. d. A standard drainage and erosion control report prepared by a Colorado licensed professional engineer will be required. Please contact Glen Schlueter at 221-6589 with any questions regarding these comments. 7. The Transportation Department stated that an access control plan for North College Avenue is being developed. The proposed new curb cut must provide joint access to the properties immediately adjacent to the north and south. A traffic study is required and will determine the parameters of any new curb cut for access to this site. Please contact Tom Vosburg at 221-6608 with any questions regarding these comments. 8. The Engineering Department offers the following comments: a. A State Highway Access Permit .is required for any proposed new curb cut on North College Avenue (Highway 287). Applications are obtained from and submitted to the City Engineering Department, but are approved by the State. 2. The Light and Power Utility Department offers the following comments: a. There is existing 3-phase overhead power running north/south along the west property line of the proposed site and east property line of. the existing developed sites on North College Avenue. Eventually power lines will be underground from North College Avenue. b. The proposed access drive from North College Avenue may impact the location of future street lights on North College Avenue. The street light plan should be consulted. C. The applicant needs to have their electrical contractor submit a Light and Power Utility Department 11C-1" form to size services to the proposed building. d. The Poudre Fire Authority stated that the proposed building must be fire sprinklered. A fire hydrant will be required along the proposed access drive. The Building Inspection Department stated that wheel chair access to the second level mezzanine will be required if the mezzanine occupancy load exceeds 50 persons. Please contact Sharon Getz at 221-6760 with any questions. 5. The Water and Wastewater Utility Department offers the following comments: a. There is an 8" water main located in North College Avenue which could service the proposed site. b. There is an 8" sewer main running north/south along the west property line of the proposed site and east property line of the existing developed sites on North College Avenue. It is located within a 30' easement which must. be maintained. C. Water conservation standards for landscaping and irrigation will be applicable. d. Water and Sewer Plant Investment Fee's and Water Rights Acquisition Fees will be due at the issuance of Building Permits. APPLICANT: Rick Hattman Gefroh Hattman Architects/Planners 145 West Swallow Road Fort Collins, CO 80525 LAND USE DATA: Request for an approximately 49,000 square foot sporting goods store containing 30,000 square feet of retail use on the first floor and 18,000-19,000 square feet of indoor archery range, meeting room, and office uses on a second level mezzanine. COMMENTS: 1. The Zoning Department offers the following comments: a. The property is located in the H-B, Highway Business Zoning District. The proposed use is considered a use by right in this district and is subject to the applicable bulk area, yard, parking, and landscaping requirements of the City Zoning Code. b. The property is adjacent to a zoning district line thereby requiring a 20' setback from the east property line. C. The property is not currently platted. Platting the property will be a part of the development application. d. Per the City Sign Code, the proposed use would be allowed 150 square feet of signage based upon the property's 75 feet of frontage on North College Avenue. e. The proposed building exceeds 25,000 square feet. If approved this project would be subject to review by the Planning and Zoning Board for compliance with the Superstore Design Guidelines and Standards.
