A Texas -based developer wants
to build a 200-unit student apart-
ment complex in west Fort Col-
lins, according to plans filed with
JPI, an Irving, Texas developer,
has proposed the 10-building
project on a 12-acre site near the
northwest corner of Elizabeth
Street and Taft Hill Road.
Attempts to reach a JPI repre-
sentative Tuesday were not suc-
cessful. However, information at
the planning department show
the plans call for two-, three- and
four -bedroom apartments.
Housing
JPrs timetable for the project
and the overall cost are not
]mown.
The project, (mown as JPI Stu-
dent Apartments, would be lo-
cated in an area that includes a
mixture of commercial and retail
uses, apartments and single-
family homes.
The JPI project could join a re-
cent wave of apartment constnu-
tion. Since 1993, nearly 800 units
have been built or are under oon-
str action in the city.
The construction was a re-
saense to low rental vacancies in
Fort Collins, which dipped as low
as 1 percent in the early 1990s,
current estimates show vacancies
at about 5 percent.
Also, Colorado State University
otfi,aals have projected enrollment
increases in the near future that
aright absorb more apartments.

WASHINGTON — The per-
centage of homeowners behind in
their mortgage payments fell
from January through March to
the lowest level in 22 years, due
in part to refinancing with low -
interest loans, a trade group re-
ported Tuesday.
The Mortgage Bankers As-
sociation said its quarterly Na-
tional Delinquency Survey
showed the seasonally adjusted
delinquency rate on one- to four -
unit homes was 3.91 percent,
down from 4.15 percent in the Oc-
tober -December period of 1994,
It was the lowest since a 3.89
percent rate in the fast quarter of
1973. Every region in the nation
shared in the improvement.

refinancing boom of 1991-93," ex-
