(Student Housing Project) Need for CSU student housing. COUNCIL ACTION REQUESTED: None - just general information. Please call Mike at 221-6206 with any questions. BRIEF DESCRIPTION OF ISSUES: As outlined in an HPDesk message from Greg Byrne on 1/19/96: 1. "CSU expects a growth in enrollment of 2,036 students in the next five years. About 87% of that total (1784) would be undergraduates. The ten year projections call for a total growth of 3,635 students, again with about 87 percent (3179) being undergrads." 2. "There are no current plans to build new on -campus housing." 3. Greg was told that CSU "does not currently look favorably on the option of CSU-owned, off -site housing." On November 20, 1995, JPI Texas Development, submitted a development application to the City known as the Jefferson Commons PUD. This is a request for 204 units (672 bedrooms) of 281 North College Avenue • P.O. Box 580 Fort Collins, CO 80522-0580 • (970) 221-6750 FAX (970) 221-6378 TDD (970) 224-6002 "student housing" on approximately 12 acres. The property is located on the north side of West Elizabeth Street, west of Taft Hill Road, west of the existing Kentucky Fried Chicken, and east of Ponderosa Lane. The units would be rented by the bedroom (1 student per bedroom) like the Fort Ram Village student housing project. While the land use (i.e. multi-family/student housing seems appropriate for this site, there are two major areas of concern that staff is addressing: The applicant proposed a "gated community"- walls all the way around with controlled access. Staff has strongly discouraged this type of development and is waiting for revisions from the applicant to be submitted on February 7, 1996. 2. The applicant originally proposed 660 parking spaces (approximately 1 space per bedroom). This is nearly 200 spaces in excess of what the parking guidelines of All - Development Criteria A-2.4 "Vehicular Circulation and Parking" suggest. The development application is tentativeiv scheduled for consideration at the February 26, 1996 Planning and Zoning Board Hearing. A second neighborhood meeting has been scheduled for February 15, 1996 from 7 to 9 P.M. at the Westminster Presbyterian Church, 1709 W. Elizabeth Street. The purpose of this meeting is to make the most recent plan revisions available to, affected property owners, for review, prior to the Planning and Zoning Board's consideration. On the broader issue of CSU enrollment and student housing, several CPES staff members are working with CSU staff to coordinate our planning efforts. We will continue to keep the Council and City Manager informed.
