Per our conversations at the staff review meeting, Transfort thought that the name
"FTC CHIPPERS" was in reference to the Chippers bowling alley which is located
adjacent to the transit facility. This proposal is for a property north of the Chippers
Bowling alley and the transit facility so it is no longer applicable to this project.

O8/15/2017: The antenna mounted on the outside of the existing pole is not stealth. The
antenna needs to be mounted inside a pole so it is concealed.
The proposed antenna has been converted from a side mount to an interior mount
at the top of the new light pole. The antenna is now concealed.

A landscape plan page has been added to the drawings (page Z-5). However,
Verizon is not proposing any new landscaping so the existing and proposed plans
are the same. The existing shrubs have been added. Because we will now be
implementing a remove and replace technique to the existing light pole, the light
pole will be in the same location as the exiting pole and thus no additional ground
space would be impacted. With that said, any potential damage to the existing
shrubs as part of this drop and swap will be relocated or replaced accordingly to
bring the overall conditions of the landscaping to a level that was the same or
better than the pre -installation conditions. A note to this effect has been added to
pages Z-3, Z-4, and Z-5.

With respect to a wireless telecommunication facility that is a tower or a monopole, the
setback of the facility from the property lines shall be one (1) foot for every foot of height.
However, to the extent that it can be demonstrated that the structure will collapse rather
than topple, this requirement can be waived by the Director. In addition, the setbacks for
ground -mounted wireless telecommunication equipment shall be governed by the setback
criteria established in Articles 3 and/or 4.
The closest property line to the existing and future light pole is the south property
line. That distance is 41'-2" and is shown on page Z-1. This meets the one (1) foot for
every foot of height setback requirement with additional buffer room. Therefore, all
other property line dimensions will also meet the setback requirements.

Fence needs to be setback from the concrete curb so that car doors can swing open
when using the space.
After the Staff Review Meeting it was discussed that the equipment could potentially be
moved to the center of the landscape island so that the fence may only obstruct where the
nose of the vehicle would be located.
The previously proposed ground equipment has been relocated to be inside the light
pole. Therefore, the fence has been removed and this eliminates the car door
conflicts entirely creating a much better overall design for the small cell colocation.

Because we are asking for coniferous plants around the base of the fence, will it be
possible to reduce the size of the enclosure? If not, please provide explanation.

from the street or road fronting the property, and posted with a minimum of six-inch numerals
on a contrasting background. Where access is by means of a private road and the building

used to identify the structure.
Per conversations at the staff meeting, Cal noted that he held additional conversations
with the department, and they were fine with using the existing address for the
property and that typical Verizon signage on/near the pole was sufficient.

Fence cannot exceed six feet in height . Please reduce height. (3.8.13(C)(5).
Ground equipment will be installed within the pole. Therefore, the fence has been
removed. By removing the fencing, we have also removed all of the car door conflicts
that were previously mentioned. We believe this change is one that greatly decreases the
aesthetic impacts of this small cell colocation project.

Can the equipment be located in -ground? This would eliminate the need for a fence and
the majority of landscaping.
Unfortunately, underground tower equipment is extremely risky to install both from a
safety standpoint and an operational one. However, we were able to place the formerly
proposed ground equipment within the new light pole towards the base and the fence
has been removed. Because of this, we will need to remove and replace the existing light
pole in order to have a pole that is structurally capable of supporting the now interior,
concealed antenna and accessory radio equipment.

This proposal does not employ "stealth" technology. It will be required to locate the
antenna inside the light pole. If unable to do on existing pole, a new one may be erected
on the same location of the existing pole. The antenna should be seamlessly integrated
with the pole and maintain the previous height of the existing structure. If replacement of
the light pole is required please ensure that the light fixture meets all requirements outlined
in code section 3.2.4.
The proposed antenna has been converted from a side mount to an interior mount
at the top of the new light pole. The new light pole is 35', which is the same height
as the existing light pole that we are removing and replacing. We will need to
remove and replace the existing light pole. The light fixture meets or exceeds all
requirements in code section 3.2.4.

Fire access is required to within 150' of all exterior portions of any building or facility as
measured by an approved route around the perimeter. When measured from McClelland,
the proposed communications site meets access requirements.
Code language follows:
> IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building or portion of
a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus
access road shall comply with the requirements of this section and shall extend to within
150 feet of all portions of the facility and all portions of the exterior walls of the first story of
the building as measured by an approved route around the exterior of the building or
facility. When any portion of the facility or any portion of an exterior wall of the first story of
the building is located more than 150 feet from fire apparatus access, the fire code official
is authorized to increase the dimension if the building is equipped throughout with an
approved, automatic
fire -sprinkler system.

Hydrant spacing and flow must meet minimum requirements based on type of occupancy.
A hydrant is required within 300' of any Commercial Building as measured along an
approved path of vehicle travel. The proposed communications site appears to be located
500' from the nearest hydrant located at the northwest Mason and Horsetooth. Due to the
scope and nature of the development, water supply requirements will not be enforced on
this project.

this type of a commercial service. There is a 150 kVA pad -mount transformer to the N.W.
of the proposed location and there is also a 300 kVA
pad -mount transformer to the S.W. of the proposed location.
Per Light & Power's recommendations, the site plans have been revised to
include a new electrical route northwest from the lease area to the existing
150KVA transformer.

08/14/2017: If lighting updates will be incorporated into this development: note that
especially for LED light fixtures, cooler color temperatures are harsher at night and cause
more disruption to circadian (biological) rhythms for both humans and wildlife. Warmer color
temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please also
consider fixtures with dimming capabilities so that light levels can be adjusted as needed.
Site light sources shall be fully shielded and down -directional to minimize up -light, light
spillage and glare [see LUC 3.2.4(D)(3)]. For further information regarding health effects

Verizon is proposing to install (1) new Slenderform 48 LED, 240V lights. They are fully

development: note LUC Section 3.2.1(C) requiring developments to submit a landscape
and tree protection plan, and if receiving water service from the City, an irrigation plan, that:
"...(4) protects significant trees, natural systems, and habitat, and (5) enhances the
pedestrian environment." Note that a significant tree isdefined as a tree having DBH
(Diameter at Breast Height) of six inches or more. If any of the trees within this site have a
DBH of greater than six inches, a review of the trees shall be conducted with Tim
Buchanan, City Forester (970-221-6361 or tbuchanan@fcgov.com) to determine the status
of the existing trees and any mitigation requirements that could result from the proposed
development.
No trees shall be impacted based on the proposed work.

Collins Land Use Code [Section 3.2.1 (E)(3)], requires that to the extent reasonably
feasible, all plans be designed to incorporate water conservation materials and
techniques. This includes use of low -water -use plants and grasses in landscaping or re-
landscaping and reducing bluegrass lawns as much as possible. Native plants and
wildlife -friendly (ex: pollinators, butterflies, songbirds) landscaping and maintenance are
