options may be feasible after further research. If the City"s

3. Qpahard/Landscaping. In separate meetings, you and I met
today with representatives of the Skyline Mobile Home Park. You
raised a concern that the plans submitted by JPI did not include
landscaping in the area around the tennis courts. JPI has
indicated that it would be willing to install landscaping between
the tennis/basketball courts and Skyline. Skyline has also
tentatively advised that it would allow the installation of the
landscaping on the Skyline side of the boundary line rather than on
JPV s property. JPI has agreed that it will install landscaping on
the boundary line in the area of the tennis and basketball courts
either on its property or on Skyline's property. This Issue will
be resolved prior to final review. Skyline also raised a concern
that the area of Orchard to be located on the Skyline property may
not be currently dedicated to the City. It appears that there has
been a dedication. I understand that it would not be feasible to
align Orchard other that: in the location shown and that if there
has been no dedication, it may be a necessity to condemn the
property in question. At this juncture, JPI tells me that they are
reconfirming that Orchard has been dedicated, and I would
anticipate providing you with the dedication information by
tomorrow.

This letter is intended to follow up our discussions of March
lx, 1996 related to the Jefferson Commons project. You indicated
that the staff had immediate concerns about the project which
needed to be addressed. I have addressed those issues with JPI and
the involved City personnel, and this letter is intended to provide
answers to the concerns.
1. Storm Drainage Calculations. Basil Hamdan raised
concerns that the drainage associated with basin 66 was overlooked
in the calculations submitted in the storm drainage model. Scott
Queen with Ayres Engineering and Mr. Hamdan spoke this afternoon,
and I understand that Ayres will provide storm drainage with a new
model by 8:30 tomorrow morning and storm drainage will attempt to
review the model and confirm that the drainage issue has been
resolved by noon.
2. Water Pressure. Patrick Rhamey of JPI, JPI's engineer
and I spoke with Roder Buffington regarding the water pressure
issues. Apparently a concern has been raised that there may be
insufficient water pressure for fire sprinklers. Mr. Buffington
acknowledged that there may be a number of ways in which this issue
could be addressed but that the issue clearly could be addressed by
installing individual pumps in each building. Maintenance of these
pumps would be the private responsibility of the owner of the
project as opposed to being the responsibility of the City. At
this juncture, I understand that the City and JPI are continuing to
evaluate whether there is sufficient pressure to serve the project
without installation of pumps and also are evaluating the
Possibility of installing a single private pump to serve the
project as a whole. Notwithstanding the potential alternative
options, Mr. Buffington acknowledges that individual pumps
certainly would address the fire pressure issue and that the other
