HomeMy WebLinkAbout620 SOUTH SHERWOOD - NCB SITE PLAN REVIEW - 51-95 - CORRESPONDENCE - (3)51-95 - 620 South Sherwood Four-Plex - NCB Site Plan Review Apartments accessible and adaptable for use by persons with disabilities must be provided in accordance with Uniform Building Code Section 3103(a)8. as amended by the City of Fort Collins. The 1992 edition of the American National Standard Institute publication #A 117.1 'Accessible and Usable Buildings and Facilities°should be used in the design of accessible/adaptable dwelling units. A local amendment to the UBC requires that accessible units with numbers of bedrooms and other amenities be provided in numbers proportionate to the remainder of the project. When more stringent, the Colorado revised Statute, Title 9, Article 5, Section I I I also applies to apartment projects. Though not administered at the municipal level, similar requirements are contained in State and Federal civil rights legislation (Fair Housing Acts). Where provided in a project containing accessible dwellings, a portion of garages or covered parking must be accessible. The site shall be accessible to persons with disabilities in accordance with Uniform Building Code Section 3103 and UBC Appendix Section 3106, Provide a designated and marked "accessible route of travel" between all the buildings on the site and building exits and entrances and the public way (public sidewalk). Accessible routes shall comply with ANSI A 1 17.1-1992 with running slopes no greater than 1:20 and cross slopes no steeper than 1:48. Where routes cross lanes for vehicle traffic they shall be designated and marked as a cross walk. Provide parking and signs per Appendix Section 3107. Parking and access aisles shall comply with ANSI Al 17.1-1992 with slopes no greater than 1:48 in any direction. Provide an accessible route between accessible units and accessible parking. Curb ramps shall be provided where the accessible routes traverse curbs. Sharon Getz Building Inspection (970)221-6760 4. The comments received from the Water/Wastewater Department have been provided on a red -lined set of utility plans that have been forwarded to JR Engineering. The proposed landscaping on this lot is sparse at best. Three existing trees are to remain, a number of existing trees are to be removed. The only new plant materials are to be 8 Buffalo Juniper along the north side of the building, adjacent to the existing single family residence. These junipers will barely fill out this planting bed, if ever. They get to be 12" to 18" in height, hardly providing any vertical relief for the 18' high building. The redeveloped site would feel like a lot of building, pavement, and rock with virtually no landscaping for visual relief. The plan as presented does not meet the intent of All Development Criterion A-2.13 Landscape of the Land Development Guidance System. 6. The architecture of the building does not appear to be sympathetic to the existing general character of this City block. There is still a significant number of existing single family residences in the 600 block of South Sherwood Street. This proposal must comply with All Development Criteria A-2.7 Architecture and A-2.11 Historic Resources of the Land Development Guidance System. The flat roof is out of character with the area. 7. The City's adopted West Side Neighborhood Plan (1989) has set a direction for this older part of Fort Collins as the City continues to grow. The neighborhood plan is part of the City's comprehensive plan that must be addressed with All Development Criterion A-1.2 Comprehensive Plan of the Land Development Guidance System. Chapters 3 and 4 in the neighborhood plan are most significant pertaining to redevelopment of this property. This completes the comments at this time. There are still several reviewing departments and agencies that have not yet responded. Their comments will be forwarded as received. Ten prints of revisions to the Site/Landscape Plan and three prints of revisions to the Building Elevations should be submitted to me at the Current Planning Office as soon as possible. Demolition of existing buildings of an age 50 years or older need approval through the Historic Preservation Planners and the Landmark Preservation Commission. Please contact Karen McWilliams, at 221-6376, for assistance in this area. b. A statement must be added to the Site/Landscape Plan indicating that no certificate of occupancy will be issued without the completion of landscaping or money in escrow/letter of credit for 125% of the valuation of the landscaping must be provided. C. There are landscaping requirements north, south, and east of the parking lot, which include small deciduous trees and ground plantings. d. Can the existing tree at the east end of the parking bays be saved? e. The lot may have to be extended at the southwest comer to allow for proper back- up and movement out of the handicapped parking space. 2. A copy of the comments received from the Building Inspection Department is attached to this letter. 3. A copy of the comments received from the Engineering Department is attached to this letter.
