Subject: Harmony Ridge Traffic Study - dated 7/8/1997
Steve,
I have had an opportunity to review the Harmony Ridge supplemental traffic
study prepared by Matt Delich and offer the following comments:
1. The supplemental traffic study did not address the 5-10 year horizon with
the assumption that no improvements were made to the intersection of Shields
and Harmony. I am of the opinion that the information is not necessary since
we know that with the increased growth of approximately 3.5% per year, the
intersection will fail. This analysis only shows what we already know.
2. The analysis of the intersection only included short term (1998) and that
improvements could be made by the City or developer that would bring the
intersection to acceptable levels of service. However, the problem that
exists at the intersection is a short term (20 minute) peak hour problem.
3. The study did not address the expansion of the FRCC and Registry Ridge
since only 1998 was analyzed.
4. I have concerns about the condition placed on the developer by the P&Z
Board since this is not an analysis that we would have normally required for
such a small trip generator.
5. I suggest that the developer contact Mat Delich and provide a memo -form
report that looks at a 5-10 year horizon with no improvements, and the FRCC
expansion. The Registry Ridge traffic will be included in the background
projections.
