Kathleen Reavis of the Transportation Planning Department stated that the City wants a public access to the trail to the south within this Phase One. The Natural Resources Department and Current Panning Department both concur with this position. 5. Susie Gordon of the Natural Resources Department stated that, regardless of how the trash collection within this development is going to occur, the residents should use only one trash hauling company to minimize the number of trucks coming in. 6. The number of townhome units along the south and west side of Dusty Sage Drive and Dusty Sage Loop is 26, which is the same as on the preliminary PUD Site Plan. The building distribution on the preliminary Site Plan was better from an intensity standpoint. There was the ability to provide greater distance between buildings. There are now (on the final Site Plan) 5 building envelopes containing 26 units in the same horizontal area that once had 4 building envelopes containing 24 units (on the preliminary Site Plan). This completes staff comments at this time. Staff has tentatively placed this item on the March 5, 1998 Planning and Zoning Board hearing agenda; however, there are outstanding issues centered mostly around the status of the internal streets that must be resolved before the item can go to the Board. Basil Harridan of the Stormwater Utility had several comments to offer, and they are as follows: a. A letter is needed from the State Engineer regarding the dam for the large pond at the bottom of the drainageway, adjacent to the Cathy Fromme Prairie. There has been question about whether or not it is a State jurisdictional dam and this needs to be clarified. Please submit any information regarding the dam directly to the Stormwater Utility and provide a copy for Steve Olt. b. Disturbance created by construction of the rock cutoff walls in the downstream gulleys in the Cathy Fromme Prairie must be minimized. The necessary easements for this construction are in place. C. The series of ponds in the drainageway must have a source of running water through them to prevent them from becoming stagnant pools. d. Erosion control measures for the area in and around the large pond must be provided for in the development agreement. Also, it may be necessary to attach a condition of final approval for the erosion control. e. If the accumulative surface area for the series of ponds exceeds 2 acres in size it may be necessary to contact the State Engineer regarding evaporation loss. Additional information and detail is needed on the grading plans, including the area in the northeast corner of the site containing the detention pond and its outfall into the Regency channel and regional pond. 3. Rob Wilkinson of the Natural Resources Department had several comments to offer, and they are as follows: a. The areas of disturbance during construction must be shown on the utility plans and a pre -construction meeting should be held to review and discuss this issue. Areas of disturbance must be provided for in the development agreement. Also, it may be necessary to attach a condition of final approval for the areas of disturbance. b. The location for an access to the public trail to the south, in the Cathy Fromme Prairie, must be determined at this time. It may be that the access could be from a point in the next phase of development that connects with a trail that wraps around, and within, the south boundary of this Phase One to a logical point of connection across the Trilby Lateral to the public trail. Box 98 Fort Collins, CO. 80522 Dear Joe, Staff has reviewed the second round of revision documents for Harmony Ridge PUD, Phase 1 - Final that were submitted to the City on February 2, 1998, and discussed the item at the weekly Staff Review meeting on February 4th. Staff is offering the following comments: 1. Mike Coley of the Engineering Department had several comments to offer, and they are as follows: a. The applicant has changed the status of the streets within the development from private to public streets. This presents potential problems with the City's street design criteria. The applicant has submitted to the Engineering Department about 10 requests for variances to the street design standards. Staff has discussed the requests and thinks it cannot support all of them. The applicant should consider returning the streets to private or possibly redesign the layout of the streets. b. An addendum to the traffic study should be submitted to the City for review to take into account the opening of Chokecherry Trail onto West Harmony Road as a second point of access. The original traffic study dealt with this as a cul-de-sac, and the only access point into the development was the extension of Seneca Street. C. City staff does not encourage head -in parking from public streets such as you have shown along Morning Dove Lane and Dusty Sage Drive, in the townhome areas. There are safety issues associated with this guest parking. There may be on -street, parallel parking on one side of these streets to allow for guest parking. 281 :North College Avenue - P.O.
