HomeMy WebLinkAboutHARMONY RIDGE PUD, PHASE ONE - FINAL - 49-95B - CORRESPONDENCE - REVISIONS (3)32] A gated situation can not develop because gates can not be instahcd across any Public Street. Note all streets in Harmony Ridge are now public. The legal and design effort needed to accomplish a gated situation would be so extensive that there is no need to put this note on the drawings. No fences or gate design has been submitted to indicate that we have ever had any intentions to isolate this development in this way. 33] The requested note has been installed on the drawings for the required 50' minimum distance between Townhouses that face the Cathy Fromme Prairie. 34] The signature block has been reinstalled and updated on the drawings. Sales negotiations are now going on with the project. The prospective owner's names are now shown on the drawings. If this situation changes, the owner's tittle block will reflect this. 35] Tract 8 has been noted as a public access. [SEE ENGINEERING] 36] The requested Landscaping Note regarding installation before Certificate of Occupancy has been modified. 22] ONE TREE PER LOT': Note the existing groupings of trees ana shrubs at street intersections and cul-de-sac intersections. These unrequited strategically placed landscaping groupings add more to the development and make more of a statement than one individual tree per lot. Not knowing where a single family home might be located or might want a drive access especially with the narrow access off cul-de-sacs make it hard guess this situation. There are more trees and shrubs combined in these locations than the tree per lot total. 231 Engineering is addressing a variance on the sidewalk issue on Morning Dove Lane 24] The trash enclosures have been removed from the Plans. The individual owners will have the trash picked up at each individual unit on the same day by only one trash company who will be decided upon by the Home Owner Association. 25] A pedestrian connection from Morning Dove Court to the neighboring commercial site is not shown because of a couple reasons. It is not at this time established that the neighboring site will actually have a building at the mentioned location. I am not aware that Overlook is proceeding with their final submission at this time, It has not been decided upon that this building will be allowed at this awkward location suggested. If they do proceed as is, the undetermined use may not be of any interest to the neighborhood. The main reason a connection is not shown is this. If the option agreement that exists between Overlook and Harmony Ridge is exercised, there may not be a building at this location at all. You will notice in the previously submitted agreement that Harmony Ridge present owners have the option to buy this triangle of ground. If that happens then the triangle will probably be used as an attractive entrance to Harmony Ridge without any commercial structure on it. In any case the grade differentiation between the mentioned cul-de-sac and the existing Old Harmony Road is steep at this location. This makes the pedestrian connection not very easy or feasible for the little connivance that it adds. 26] The landscaping mountain & water feature that is part of Pond 1 was determined to not increase, decrease, impede, or divert storm water flows. Therefore TST Engineering has expressed that they do not typically show these features as well as other similar design features or landscaping berms that do not affect water flows. 27] A note or two on the site plan has been shown indicating that Townhouse designers may make use of design solutions to minimize the impact that garage doors seen from the front view. Some of these possibilities will be to include front porches that stick out beyond the garage, second floor overhangs and front court yard walls. Also being considered are garages that enter from the side on end units. 28] Property or boundary lines have been darkened. 29] Crosswalks are now shown on the plan. These will be painted crosswalks 30] The design of Seneca has been and is again submitted for review. Part of the design has been done by TST and JR Engineering has done part of the design. The designs were coordinated to fit together. [SEE ENGINEERING!] A Crosswalk if needed has been addressed in engineering. 31 ] The agreement between Harmony Ridge and Overlook has been submitted before and is being submitted again. This agreement explains how, who and when the extension will be done. If there is still some confusion on this, please be specific on what the confusion is so that it can be addressed. 11] ENGINEERING DEPARTMENT -MIKE COLEY: ( SEE ENGINEERING DRAWINGS FOR ANY CHANGES) 12] STORMWATER UTILITY -MATT FATER: ( SEE ENGINEERING DRAWINGS) PLANNING COMMENTS 13] TRACT 7 INTERIOR TRAIL : This secondary trail is for general neighborhood use and for the Trilby Lateral Ditch Co. crossing. The trail is not Handicapped Accessible because of its grade steepness. The portion of this trail that crosses the Trilby Lateral is for ditch maintenance only. It will have a locked chain across it to prevent others from entering the Fromme Prairie at this Point. The southern bike path connection to the city bike trail system will take place near the center of the project as is shown on the Site Plan and as shown on the accepted Overall Development Plan. 14] You will note that in the submitted agreement with THE TRILBY DITCH CO. the Developer has the responsibility to replace the ditch crossing that is being lost further up stream to the East. This crossing will probably not be a bridge but rather some form of culvert ( SEE ENGINEERING & SITE PLAN). 15] ENGINEERING has addressed the concerns of sight distances. 16] SEE ENGINEERING for comments on the cul-de-sacs concerns. 17] The dam safety will be again addressed by engineering in that it needs State supervision for construction. Information is in transit form the state to better substantiate that they have little or no concerns with these dams. As for addressing the height concern: Looking at the Site Plan, it can easily be concluded that the dam is no higher or lower than that what is needed to accommodate the Trilby Lateral Ditch water flow across the top of it. Recall that the relocation of the Ditch is as much to accommodate and provide for a location and connection of the sanitary sewers as it is for Pond esthetic reasons. 18] Reviewing the agreement between the Harmony Ridge Owners and The Trilby Lateral Ditch Co. will show that concerns of rerouting the ditch will be coordinated and have been accepted by the Ditch Co.. This document can be provided again if necessary. 19] [SEE ITEMS 30 & 31 FOR COMMENTS] 201 Disturbance of those portions of the two main drainage to be MAINTAINED AS NATURAL, PRESERVING NATURAL GRASSES are of course concern to the developer. More specific notes to reflect this have been added to the Site Plan and Landscaping Plans. Engineering has added notes to their drawings that show lines to reflect the limits of disturbance. Specific locations for limiting areas of disturbance on the Fromme Prairie will be kept within recorded easements and in the drainage will wait until the time of construction as Natural Resources has not decided the specific placement of drop structures or other barriers that are to limit flows. 211 OFF SITE EASEMENTS - [SEE ENGINEERING] l REPLY TO COMMENTS * FEB 29 1998 1] U S WEST - SUSAN PETERSON_: Susan was contacted. General Easements have been extended to work for U. S. WEST. This would facilitate TCI also. Contact was made with Marve Heinbichner as to tentative scheduling of construction. 2] FORT COLLINS-LOVELAND WATER DISTRICT & SOUTH FORT COLLINS SANITATION DISTRICT: (SEE ENGINEERING FOR CHANGES) A note has been added to the Landscaping Plan indicating that any trees or shrubs disturbed during sewer or water line repairs will not be the responsibility of the Districts to replace or repair. 3] PUBLIC SERVICE CO. - JIM SLAGLE: A note was added to the Landscaping Plan noting that tree locations that happens to he within 4' of the future gas line design will be adjusted during planting so as not to be placed within 4' of the line. 4] TCI - DENIS GREENWALT: Denis was contacted and it was explained why TCI would not be able to install their lines in the areas of concern. The general easement note will allow TCI to place the cable lines where needed, but probably following in the electrical or telephone trenches as is usually done. He has resigned the memo stating that this meets his approved. [SEE ATTACHED DOCUMENT] 5] ZONING DEPARTMENT: A meeting with Mapping, Zoning, and Engineering took place. It was agreed upon that this project will function within the City parameters as designed and was accepted as is with the addition of a note. The comments as stated are not now of concern. As the plan denotes each individual Townhouse has not been designed at this point in time. Consequently some distances cannot be defined yet and this situation is noted on plans. 61 WATER CONSERVATION SPECIALISTS - LAURIE D'AUDNEY: The particular tree of concern was changed. 7] LIGHT & POWER - JANET McTAGUE_: Janet and I reviewed the plans. Some street light changes were addressed and potential conflicts with water line tap locations have been changed to help with facilitate final electrical design. Final design and coordination with Public Service will proceed as soon as the City has accepted plans. 8] NATURAL RESOURCES DEPARTMENT: I personally handed Tom Shoemaker a letter and we had a decision on this subject and some other matters in May of 1997 (SEE ENCLOSED LETTER). I have just this past week received a sheet with grass seed selection from Rob Wilkinson. A noted to reflect this information has been placed on the landscaping plans. 9] PARKS PLANNING DEPARTMENT - RANDY BALOK: Randy had not looked at the plans close enough to realize that the City is to retain that portion of Old Harmony Road from Seneca to the West. He therefore had no problem with our access to the City trail system as shown on the plan. 101 POLICE SERVICES - KEN JACKSON: Ken was contacted and CHOKECHERRY TRAIL was being reserved for this development. No change will be necessary.
