Light levels measured twenty (20) feet beyond the property line of the development site (adjacent to residential uses or public rights -of -way) shall not exceed one -tenth (0.1) foot-candle as a direct result of the on -site lighting. Light sources shall be concealed and fully shielded and shall feature sharp cut-off capability so as to minimize up -light, spill -light, glare and unnecessary diffusion on adjacent property. Light fixtures shall be attached to poles and buildings by use of nonadjustable angle brackets or other mounting hardware A photometric site plan has been added to demonstrate the before and after affects of the new lighting associate with the proposed project. Verizon is proposing to install (2) new Slenderform 48 LED, 240V lights. They are fully shielded and down -directional. It is also assumed that these improvements will match existing grade and not inhibit existing drainage patterns. The proposed site changes shown in this submittal are not substantial enough to trigger Stormwater requirements; therefore, no requirements apply at this time. Because the facility is proposed in the middle of the parking lot, no landscaping is proposed around the new small cell light pole tower. Comment Number: 2 08/16/2017: Comment Originated: 08/16/2017 Since this facility fronts a public street street trees should be planted along the roadway in accordance with the policies of the City Forester. Verizon is not proposing any street trees in conjunction with this new small cell project. The request for additional trees or the equivalent in funding for trees is not in line with the scale of this proposed project and would be financially burdensome to the point that the project would no longer be feasible. Should the property owner redevelop the entire property in the future, it would make more sense to bring the entire property up to current landscape standards at that time. The proposed small cell wireless facility affects only a small fraction of the entire property. Further, the wireless facility has been designed to be stealth in nature, a significantly higher cost for Verizon upfront, in an effort to minimize aesthetic impacts of the wireless facility. Lastly, the addition of new lighting only serves to better light this poorly lit area aiding in additional security measures to mitigate future vandalism and small crimes on the property and along the road, a free public benefit. Comment Number: 3 Comment Originated: 08/16/2017 08/16/2017: To comply with 3.8.13(B) the lease area must show that co -location space is available for other providers. See redlines and images on Z-2 of plan set. Future carrier co -location has been documented on the site plan as well as the elevation. "No wireless telecommunication facility or equipment owner or lessee or employee thereof shall act to exclude or attempt to exclude any other wireless telecommunication provider from using this building, structure or location." Comment Number: 4 Comment Originated: 08/16/2017 08/16/2017: Make sure that the setback is indicated on the site plan. This tower will require 35' setback from the property line unless it can be demonstrated that the tower will collapse rather than topple. The antenna must meet our stealth regulations and be mounted on the inside of the light -pole. Per our discussion in the staff review meeting, the setback from the south property line is noted on page Z-1 and totals 53'-2". The south property line is the closest property line to the tower so all other setbacks will exceed 53', which is more than enough to meet the setback standard of 35'. Page 5 of 6 Code language follows: > IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility. When any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access, the fire code official is authorized to increase the dimension if the building is equipped throughout with an approved, automatic fire -sprinkler system. A hydrant is required within 300' of any Commercial Building as measured along an approved path of vehicle travel. The hydrant located at the terminus of Rivendale Rd meets hydrant location requirements for this development. Code language follows: COMMERCIAL REQUIREMENTS > IFC 507.5 and PFA Policy: Hydrants to provide 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter Thank you for the review and comments. Comment Number: 3 Comment Originated: 08/22/2017 08/22/2017: PREMISE IDENTIFICATION: ADDRESS POSTING & WAYFINDING The address shall be posted on the proposed structure to aid in wayfinding. Per Google Earth, it is unclear if signage requirements have been met an additional signage may be deemed necessary at time of inspection. This may include signage located at the intersection of Riverside and Rivendale to aid in wayfinding. Code language follows: > IFC 505.1: New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible, visible from the street or road fronting the property, and posted with a minimum of six-inch numerals on a contrasting background. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. Per conversations at the staff meeting, Cal noted that he held additional conversations with the department, and they were fine with using the existing address for the property and that typical Verizon signage near the pole was sufficient. That plan proposes to serve the site with power from the north side of Rivendale Dr. However, the existing U. G. cable has been abandoned in place and de -energized. A recommendation would be to utilize an existing 300KVA transformer located on the NW side of the property and extending a secondary service to the proposed Tower location. Per Light & Power's recommendations, the site plans have been revised to include a new electrical route northwest from the lease area to the existing 300KVA transformer. Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please also consider fixtures with dimming capabilities so that light levels can be adjusted as needed. Note that a significant tree is defined as a tree having DBH (Diameter at Breast Height) of six inches or more. If any of the trees within this site have a DBH of greater than six inches, a review of the trees shall be conducted with Tim Buchanan, City Forester (970-221-6361 or tuchanan@fcgov.com) to determine the status of the existing trees and any mitigation requirements that could result from the proposed development.
