Berm: We are in agreement with having a two foot high landscaping berm running along the west side of The Ridge subdivision from Harmony Road south to the future bicycle path. We understand that you have agreed to construct such a berm with an average width of approximately 20 feet centered on the property line but moving in and out (east and west) in an aesthetically pleasing manner. The berm would be of the same nature but would be entirely on,Ridge property along the portion of the western boundary of The Ridge which is between Harmony Ridge and Harmony Road (i.e. adjacent to the lighthouse church). You have agreed to plant the berm with the same mixture of natural grass seed as called for in the plans for other portions of Harmony Ridge. Assuming that the berm were seeded at a favorable time of the year (April or September) The Ridge would be responsible for initial watering of the berm until the grass got started. 5. Maximum Height: We have agreed that the maximum height on the uphill side of the structures for the roofs of the single family homes in Harmony Ridge will be no more than 30 feet from the natural grade of the lot where the home is built. We also expressed concern to you about traffic congestion along Harmony Road. You indicated that there was a traffic study showing that Harmony Ridge would not significantly impact the traffic. We are not asking you to do anything further but because a copy of this letter will be provided to the City we did wish to express our continuing concern about the traffic congestion along Harmony and especially at the intersection of Harmony Road and Shields Street. Box 98 Fort Collins, CO 80522 Re: Harmony Ridge Dear Mr. Vansant: I am writing to express the issues that The Ridge Homeowner's Association has concerning the Harmony Ridge development. We understand that you are willing to agree to the request set forth below. If so, please sign in the space indicated and return copies of this letter to us and to Steve Olt: 1. Staggering of homes: We have requested that the Harmony Ridge home envelopes be staggered in relation to The Ridge lots so that Harmony Ridge homes will not be built directly behind adjacent homes in The Ridge. You have provided us with a site development plan dated January 3, 1996 and revised February 12, 1996 and April 24,, 1996 which shows the lots have been staggered in a way which is acceptable to us. 2. Street Lighting: We have repeatedly requested that street lighting be reduced in Harmony Ridge to take into account the rural nature of our subdivision as well as the Cathy Fromme Prairie. We understand that you agree and prefer that Harmony Ridge should utilize the lowest level of street lighting which .would possibly be acceptable to the City including any reduction of the normal City lighting requirements. 3. Your plans have called for a "split rail fence" along the boundary between Harmony Ridge and The Ridge. We now agree that the fence should be a "tenon joint fence" which is the type of fence along the streets in The Ridge and along the east boundary with the Westbury subdivision. Either a two - pole fence or a three -pole fence would be fine. We have also agreed that the fence should run along the entire boundary between The Ridge and Harmony Ridge except in the location of the "future bicycle path."
