traffic congestion on Harmony Road and the intersection problem at
Shields street. We realize that this is not an issue of Harmony
Ridge; however, we feel strongly that the situation already is at
an unacceptable level and plans need to exist to address the issue
prior to additional development on Harmony Road.
Please understand that we would like to see your development
proceed and for you to be successful with it. We are willing to
have additional face-to-face meetings between you and the Ridge HOA
board or additional neighborhood meetings to move toward win/win
solutions. Our next board meeting is tentatively scheduled for
November 7, 1996. If you would like to attend we would like to
have you. If possible let us know by November if. 1996 as that is
the date of the annual meeting of the entire association and we
could announce that you were planning to attend the board meeting
so that interested residents can also attend.

Dear Mr. Vansant:
The Ridge Homeowner's Association Board of Directors met on
October 3, 1996. One of the agenda items was the Harmony Ridge
development and the Planning Board's conditional preliminary approval
of Phase One. The Board and representatives of several of the lots
adjacent to Harmony Ridge discussed our continuing concerns at length
It was agreed that the following items need further consideration:
1. Inadequate (non-existent) buffer/greenbelt between the Ridge
greenbelt west border and the Harmony Ridge eastern border.
2. Lack of clarity in maximum building height and the effect on
Ridge resident views.
3.
Lack of
clarity in
street lighting plans.
4.
Traffic
on Harmony
Road.
In our letter of November 17, 1995, we stated that we wanted
to have as much of a buffer as possible between our neighborhoo
and your development that might include berms and vegetation. The
preliminary plan as presented had no buffer. By buffer, we mean
a greenbelt. The board suggested the addition of a minimum 30
foot greenbelt to your plans would be acceptable to the board and
the affected property owners. We know that this presents additiona
design challenges; however, we believe that it is possible with only
minor impact or. the plan. Additionally, the berm and vegetatio
continue to be good ideas and should be designed into the landscapin
plans for your greenbelt.
It is unclear what the maximum building height will be relative
to the current elevation of the site and the impact on the views of
the Ridge residents. It would be unacceptable to have multi-storl
houses that completely block views of Ridge residents. We request that
you clarify your intentions and help us understand the impact on views,
It is important to us that the street lighting be very
unobtrusive to Ridge residents and users of the open space. The
Ridge wishes to maintain the more rural environment we have. We
have consciously chosen not to add street lighting with this purpose
in mind. We wish to see more detailed plans that clarify your lighti
plans prior to final plan approval and we hope the City will understa
and cooperate with our concerns.
