12. The Planning Department offers the following comments:
a. The architectural changes to the existing BMC West building (Prospect -Timberline
P.U.D.) can be submitted as an Administrative Change and should not be included in
the BMC West P.U.D. plan set. However, staff recommends that the Administrative
Change request be submitted after a decision is rendered on the BMC West P.U.D.
Staff would also like to discuss screening opportunities for the Prospect Timberline
P.U.D. from the Spring Creek Trail.
b. Please darken the boundary of the boundary of the BMC West PUD.
C. Please re -number the BMC West P.U.D. Site Plan as Sheet 1 of 4, Landscape Plan
as Sheet 2 of 4, and Elevations as Sheet 3 of 4 and Sheet 4 of 4.
d. The "Planting Notes" on the Site Plan can be deleted and replaced with a note that
states "See Landscape Plan (Sheet 2 of 4) for Planting Notes."
e. Based upon the Natural Resources Department request for native vegetation along
the rear property line, Planning Staff requests that vinyl clad fence be constructed
(rather than a chain link fence) to ensure adequate screening of the storage yard from
public view. It appears that this is also needed along the North property line:
£ Please add a note to the Landscape Plan which states: "Developer to ensure that the
landscape plan is coordinated with the plans done by other consultants so that the
proposed grading, storm drainage, or other construction does not conflict not
preclude installation and maintenance of landscape elements on this plan."
g. Please add a note to the Site Plan which states: "All roof -top and/or ground mounted
mechanical equipment to be enclosed and fully screened from public view."
h. Please indicate the color scheme and overall dimensions of the buildings on the
architectural elevations.
i. Is there an irrigation system provided for the landscaping at the rear of the property
along the Spring Creek Trail?
j. Please revise the vicinity map to identifyonly the BMC West P.U.D. site.
4. Public Service Company offers the following comments:
a. The developer needs to supply load information to Public Service Company in order
to allow PSCo to evaluate the capacity of the existing system and properly size a new
gas service,/meter.
b. Any construction activities by the developer must maintain a minimum of 10 feet of
clearance from the existing Public Service Company overhead power line.
5. The Light and Power Utility offers the following comments:
a. The existing overhead electric along Timberline belongs to Public Service Company
b. The electric service will be underground by the Fort Collins Light and Power Utility.
C. The developer will need to coordinate power requirements, transformer location, and
Light and Power development charges with Light and Power Engineering.
6. The Mapping Department stated that the information submitted was a land survey plat, not
a platted subdivision or a subdivision plat. Please submit a subdivision plat.
7. The Building Inspections Department offers the following comments:
a. Please title the Plat as "Plat of BMC West PUD" or something similar.
b. A proposed total of 52 parking stalls will require 3 handicapped parking spaces total.
. Only two are shown. Please add one handicap parking space.
C. Please add a note to the site plan which states "No vehicle storage or parking is
allowed beyond asphalt surfaces."
d. Landscaping (trees) is required between the office/manufacturing building and the
storage building along the asphalted area on the north side of the building.

9.1 The Water and Wastewater Utility offers the following comments:
a. Please show the sewer service from Timberline Road to the officelmanufacturing
building on the Landscape Plan (separation distances for landscaping must be
maintained).
b. There is a fire hydrant shown on the utility plans which is located in the parking lot
island where a tree is to be located.

Staff has reviewed the documents for the BMC West P.U.D., Preliminary and Final, that were .
submitted on January 22, 1996, and would like to offer the following comments:
The Police Department requests that you make sure the parking area for employees are "well
lighted" as this will add a safety feature for employees due to the proximity to the Spring
Creek Trail. This lighting will also provide additional building security. Site lighting must
conform with All -Development Criteria A-2.15. Please add notes to the Site Plan regarding
the height and type of lighting proposed on the site..
2. The Natural Resources Department offers the following comments:
The Department is slightly concerned with the location of the drainage -associated
wetlands to the north of this project. If the ditch is intended to serve a drainage
function, plan to retain wetland, native species along the channel.
b. Please specify native grasses for the dry land seed mix. Also, native species of trees
such as Cottonwoods or Peach Leaf Willows should be planted at the rear of the
property along the Spring Creek Trail.
C. Please design the waste collection site to include enough area for recycling bins,
especially for cardboard.
3. The Poudre Fire Authority offers the following comments:
a. The storage building needs a fire separation wall.
b. The officelmanufacturing building must be fire sprinklered.

The report states that runoff from basin A-S will sheet flow to Spring Creek. However, it . .
appears that runoff from this area will become concentrated as it leaves the site. Please
show how this concentrated flow will be minimized to Spring Creek. The concentrated
flow will cause erosion / channelization from the site to the creek banks. Additional water
quality measures are needed for this basin, prior to entering Spring Creek. The crossing of
flows under the path must also be addressed.
Please clearly identify the limits of the existing wetlands. A construction fence should be
installed to protect the wetlands and the creek from all construction activities.
Please verify the time of concentration calculations for basins A-1 and A-2. It appears
that the overland flows lengths were over estimated and the swale travel times neglected.
Please show more details of the proposed condition of Timberline Road. The street
profile of sheet 6 does not appear to correspond to the drainage plan of sheet 5. Will
there be any street flow entering the site? Sheet 6 shows a sump condition on the profile.
Will an inlet be installed at this location, or is there an existing inlet at this location?
Please show off -site topography to the north of the site.
Drainage easements must be dedicated for all proposed drainage facilities.
Please refer to the redlined plans and report for additional review comments.

The floodplain limits in the vicinity of this site must be plotted on the utility plans. Please
state the water surface elevation of Spring Creek at this location. It appears that the
proposed storage buildings may be within the floodplain. If this case is true, the proposed
buildings must be 18 inches above the BFE and a floodplain use permit will be required.
The floodplain must be plotted referencing the updated floodplain maps, effective March
1996.
The City of Fort Collins Natural Resources Dept. must be contacted because of the
natural resource issues presented by Spring Creek and the surrounding natural areas.
Approval by the Natural Resources Dept. is needed prior the Stormwater approval.
Several of the swale cross -sections show side slopes greater than 4:1. Please adjust all
swale side slopes to meet the City criteria of no greater than 4:1.
