Elevations), and 8 folded copies of the final full-size Site Plan, Landscape Plan,
and Building Elevations revisions ( for the Planning and Zoning Board members
packets) are due on July 15, 1996.

The sheet titled Information for Development Agreements is enclosed with the
packet to,ZTI Group. This sheet should be forwarded to the developers,
completed, and returned to the Engineering Department to enable Ward
Stanford. to prepare the Development Agreement.
13. A copy of the comments received from the Stormwater Utility is attached to this
letter.
14. Tim Buchanan, the City Forester, has stated that he is recommending that you
change the proposed Aristocrat Pear to either Autumn Blaze Pear or Ussurian
Pear. Also, the following note should be added to the Landscape Plan:
Tree transplanting shall be by an acceptable Arboricultural method that
provides for adequate ball size and time of season to ensure survival.
15. The South College Avenue street right-of-way must be shown on the Site Plan.
16. Are the new storage buildings to be fire sprinkled?
17. What will trigger the proposed improvements to the site such as landscaping,
driveway and hardscape? Is there going to be a "phasing plan" associated with
this redevelopment?
18. The Planning Department does have concerns about final improvements along
the South College Avenue frontage and. the entry drives. The revised plans must
reflect the final sidewalk alignments and locations, landscape improvements, and
any walls that have been discussed to date but are not shown on any plans.
19. The final sheet size must be 24" x 36". The Mapping Department will not.record
and file the oversized sheet size as now exists.
This completes.the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review this
request. Please be aware of the following dates and deadlines to assure your ability to
stay on schedule for the July. 22, 1996 Planning and Zoning Board hearing:
Plan revisions are due no later than the end of the working day, July 3, 1996*.
Please contact me for the number of folded revisions required for each
document.
* NO REVISIONS WILL BE ACCEPTED AFTER THE ABOVE DEADLINE. THE ITEM
WILL BE CONTINUED TO THE NEXT MONTH'S PLANNING AND ZONING BOARD
AGENDA IF REVISIONS ARE NOT RECEIVED BY THIS DATE.
6. The Zoning Department has offered the following comments:
a. Building envelopes for the storage buildings are unclear on the Site Plan.
They need to be clearly identified and labeled.
b. The Site Plan needs to show the distance from the building envelope for.
Pad E.to the west property line.
C. Building elevation drawings must be submitted for review.
7. A copy of the comments received from the Building Inspection Department is
attached to this letter.
8. The Poudre Fire Authority has offered the following comments:
a. The complex is to be fully fire sprinkled.
b. Each tenant must be on a separate fire sprinkler system.
C. Each -unit must have its own alarm dialer for the fire sprinkler system
9. The Light & Power Department has offered the following comments:
a. The new easement for the electric duct bank and relocation of storage
building appears to be acceptable.
b. Relocation of the 3-phase primary lines and transformers .will need to be
coordinated with Light & Power for existing facilities as well as the
proposed new retail store.
10. The Water/Wastewater Department comments have been forwarded to JR
Engineering on a red -lined set of utility plans and to ZTI Group on a red -lined set
of Landscape Plans.'These red -lined plans should. -be -returned to the City with
revisions on July 3rd.
11. A copy of the comments received from Jim Clark, the City's Water Conservation
Specialist, is attached to this letter.
12. A copy of the comments received from the Engineering Department is attached
to this letter.
Red -lined copies of the Site and Landscape Plans, with additional Engineering
comments, is being forwarded to ZTI Group with this letter. This red -lined copy
should be returned with your revisions on July 3rd.

Dear Ed,
Staff has reviewed your docurnents.for the University Center PUD - Final that were
submitted to the City on May 20,.1996, and would like to offer the following comments:
TCI of Fort Collins (formerly Columbine CableVision) has stated that they need
a public utility easement along the west property line. They would also like to
make sure that a utility easement- remains on the south side of King Soopers.
2. Public Service Company has indicated that they have the same problems as
outlined on their January 26, 1996 comment sheet (a copy is attached).
Also, they need a 10' wide utility easement to cover the existing gas service from
College Avenue to a point at which the line is to be relocated, then continuing
around the new addition. This new rerouted line will provide service to the new
retail pad.
3. The Colorado Department of Transportation has indicated that they do not
have any problems or concerns with this development proposal.
4. The City Transportation Department has indicated that they do not have any
problems or concerns with this development proposal..
5. City of Fort Collins Transfort has indicated that the proposed bus stop relocation
appears to be good, with direct pedestrian access into the center of the
University Center. Their concern is with the details of the relocated bus stop, i.e.:
it must be ADA accessible, there must be space allowance for the shelter (as
exists), and the cost of.the relocation (who pays?).
