Potential users of the walkways accessing the medical building could be. people in wheelchairs, in casts, using crutches, etc. and the extra width will increase their mobility since two feet of the walkway will be taken up by cars overhanging into the walkway. This would leave a minimum of a 5 foot clear space enough for two wheel chairs to pass each other.
