The Erosion Control Plan included in the Stormwater Management Plan is hard to decipher due to its small size, but clearly mark the East entrance to the site as a closed access with a silt or construction fence to prevent any access by construction equipment or vehicles to Lincoln. If pavers are to be used, 25% of the private drives and parking lots need to be pavers and 50% of the site's impervious area needs to be treated by LID. To re-inforce some of the comments from Environmental Planning, Planning staff will be looking for either a low wall or dense, evergreen plantings along the southern most parking stalls to minimize the shine of headlights into the natural habitat buffer zone. Alternatively, you could remove those parking stalls altogether. In lieu of removing those parking stalls, staff will be looking for landscaping and/or a low wall to minimize the impact of these parking spaces on the natural habitat buffer zone.
