Comment: A major concern for the neighborhoods is the quality of tenants that will occupy the center. 21. Comment: Bennigan's Restaurant controls and restricts the alcohol sales in the entire center. 22. Question: What do you, as neighbors, want to see in the vacant Skipper's Restaurant building? Answers: * drive -through groceries * tear it down 23. Comment: We have a concern about the westbound traffic on Columbia Drive wanting to turn left (southbound) on South College Avenue. The light there does not trigger unless there is someone coming eastbound from the mall. 24. Comment: We are concerned about the on -going maintenance of the mall and parking lot in the center. 12 13 14 15 16 17 im Question: Do you have any indication of the type of businesses that will be attracted to the four large retail spaces? Answer: Yes, they will be good, strong businesses similar to the kinds of businesses that you now find in the Pavilion Shopping Center on South College Avenue ... T.J. Maxx, PetSmart, etc. Question: Will this redevelopment be ready to go into construction at the end of the 18-week PUD process? Answer: We can begin interior (building) improvements only now, as a permitted "use -by -right", while we wait for the PUD review process to be completed. Question: Has this type of redevelopment been done in other cities, and what has been the outcome? Answer: It has been done successfully, depending on the circumstances. Comment: We need an understanding as to what type of businesses will be here, although not necessarily knowing who by name. Response: The kinds of tenants that you now find in the Pavilion Shopping Center are probably what you could find here ... T.J. Maxx, PetSmart, etc. Comment: There is a problem with the way the City defines a "big box" store ... everything from Western Auto to WalMart ... and in between. Question: Can you talk about the phases of development and when they will commence? Answer: Phase I will be from the south wall of the mall (common wall with King Soopers) to the area around the theaters. Phase II will be the area around the theaters. Phase III will be from the area around the theaters north to Montgomery -Wards. Question: Can you put a dateline on the phasing of the redevelopment? Answer: Hopefully, all the spaces will be occupied and open by late 1996 or early 1997. 19. Question: Can you have the six smaller stores open by the end of this summer? Answer: Some, but probably not all. In C Question: Will there be any side entrances, inter -connections between the "big box" large retail stores? Answer: No, there will not be. Question: If there is a future use for the vacant Skippers Restaurant building, will there be a liquor license attached to it? Answer: There cannot be a full liquor license associated with that site because the existing Bennigan's Restaurant controls that. The site could possibly have only a beer & wine license. Question: Will a driver coming to this center from the K-Mart Center to the south have to go out to South College Avenue and come back into the mall? Answer: No, there is an existing driveway connection between the two centers that will remain for internal access and inter-connection- 7 Comment: There are some long waits for cars wanting to turn left into the center (northbound) from South College Avenue. This occurs primarily between 5:15 and 5:45 p.m. 8. Question: Is this becoming more of a community shopping center, rather than a neighborhood center? Answer: It has always been a community/regional shopping center. 9. Question: Is this going to be a high volume, PACE/Sam's Club type of center? Answer: There are probably going to be more like Barnes & Noble "big box" type users. 10. Question: There has been a decline in the commercial/retail in this area with shopping moving to south Fort Collins. What could happen in 10 years or so if redevelopment is not done here now? Answer: There probably would be more decline in the center. 11. Question: What happens to the existing theaters in the center with this redevelopment? Answer: We presently are in the middle of negotiations with the theater owners. There are a significant number of new theaters in the area that present competition. City of Fort Collins Date: Commu y Planning and Environmental vices Current Planning Neighborhood Information Meeting Minutes for the UNIVERSITY CENTER PUD February 5, 1996 Applicant: Ed Zdenek ZTI Group/Architecture 1220 South College Avenue Fort Collins, CO. 80524 City Planner: Location: Stephen Olt University Mall The following questions, concerns, comments, and responses were expressed at the neighborhood meeting held at the location of the proposed University Center PUD (existing University Mall): Question: What happens to the old, vacant Skippers Restaurant building? Answer: It will not be a Hooters Restaurant, but we do not know what the eventual use will be. The building could go away. 2. Question: Will there still be parking to the west of the building and entry into the center from the west? Answer: There will be employee parking, new self -storage units, and individual entries into the large tenants. 3. Question: What will the square footage of the large tenants be? Answer: The King Soopers, with its proposed expansion, will be about 66,000 square feet in size and the other large tenants will vary from 17,000 to 30,000 square feet in size. 281 North College Avenue • P.O.
