17. The name University Town Center may be inappropriate. The name implies that this is a
"town hub" activity center and it is very doubtful that a shopping center containing several
strip large retail stores with outside entries will actually provide that kind of identity and
function as such. "University Center" would be more appropriate.
18. What is what on the Site Plan? It is unclear what is actually part of the PUD to be reviewed.
The plans must provide clear definition, possibly using some graphic differentiation.
This completes the review comments at this.time. Additional comments may be forthcoming as the
`various departments and reviewing agencies continue to review this request. Please be aware of the
following dates and deadlines to assure your ability to stay on schedule for the March 25, 1996
Planning and Zoning Board hearing:

PMT's (photo reduction of Site Plan, Landscape Plan, Building Elevations to 8.5" a 11"),
rendering (one each colored full-size Site or Landscape Plan and Building Elevations), and 8
folded copies of the final full-size Site Plan, Landscape Plan, and Building Elevations revisions
(for the Planning and Zoning Board members packets) are due on March 18, 1996.

b. Please add bicycle racks at strategic locations, like in front of the new retail store,
King Soopers, and the main entrance. Better yet, create a covered bicycle shelter.
C. Please show details on waste disposal sites, with sufficient space to include recycling.
9. The Engineering Department has offered the following comments:
a. The plan shows inadequate drive lane widths in the new parking area west of
McDonald's and the southwest area.
b. The south sidewalk section needs to be revised to the detached sidewalk standard.
C. Provide a stop sign at the northeast comer of the new retail area.
Additional comments are on red -lined Site and Landscape Plans that have been sent to ZTI.

10. The Advance Planning Department has offered extensive comments that are on red -lined
Statement of Planning Objectives, Site Plan, and Landscape Plan that have been sent to ZTI.
11. The north -south drive directly in front of the storefronts looks too much. like a street. It
definitely prioritizes vehicular traffic with little consideration for the safety of the pedestrian.
12. It is still desirable to provide a bus stop on -site somewhere. We need to maintain a dialogue
pertaining to the location of the bus stop.
13. Adequate pedestrian access and circulation is lacking on these plans. There are inconsistent
connections shown.
14. The parking right up against the building on the south side of the King Soopers expansion is
not good.
15. This site's stormwater cannot discharge into the Sherwood Lateral. It should tie into Spring
Creek, which will require work on South College Avenue. The information provided is of a
more conceptual level with this preliminary PUD submittal.
16. This development proposal, although an existing center, is still subject to the Large Retail
("Big Box") requirements., It is necessary to work with City staff on such elements as the
design articulation, pedestrian circulation, parking placement and requirements of the project.
Variances to some of the requirements may be necessary.
f. Additional parking is required to provide handicapped stalls per the Parking Lot
Development Guide, and show those numbers in the statistics on the Site Plan.

4. A copy of the comments received from the Building Inspection Department is attached to
this letter.
5. The Poudre Fire Authority has stated that you will need to provide access to the storage
buildings from the adjacent parking lot. The accesses could be secured with locked gates
along the east side of the storage units. A diagram of the proposed fire access, prepared by
Roger Frasco, is attached to this letter. Please contact Roger, at 221-6570, if you have
questions.
6. The Light & Power Department has offered the following comments:
a. A number of L & P facilities may have to be relocated at the owner's expense. To be
able to determine this, a detailed map of L & P facilities (field located and verified by
L & P staff) needs to be provided to that department. This is especially true on the
west side.
b. New transformer locations will need to be coordinated in addition to new cable
routing.
C. L & P recommends further meetings with them and possibly a utility coordination
meeting in the future.

7. The Water/Wastewater Department has stated that the water main must be routed around
King Soopers. Additional comments are on red -lined utility plans that have been sent to your
engineer and on a red -lined Landscape Plan that has been sent to ZTI. Please contact Roger
Buffington, at 221-6681, if you have questions about water and sanitary sewer services to the
development.
8. The Natural Resources Division has offered the following comments:
a. The plan needs to provide more "pedestrian -safe" lanes, i.e., from the bus stop on
South College Avenue to the stores, using brick pavers, etc., and a sidewalk thru the
parking lot. - -

Dear Ed,
Staff has reviewed your documents for the University Town Center PUD - Preliminary that were
submitted to the City on January 22, 1996, and would like to offer the following comments:
1: Public Service Company has stated that the relocation of existing natural gas service by PSC
will be done at the developer's expense. A utility easement will be required for this relocated
natural gas service line if it has to be relocated onto the adjoining lot as indicated on the
preliminary utility plan. The developer will need to supply information on additional gas -fired
equipment to PSC.
2. The City's Police Services suggests the use of good perimeter lighting that will act to light
the parking lots and exterior of the building while reducing the effects of shadowed areas ...
thus to create a safe environment and one that feels safe to users.
3. The Zoning Department has offered the following comments:
a. If vehicles enter the storage buildings to the rear, then the driveway will need to be
asphalted.
b. A building envelope must be designated for the "Retail Store" south of King Soopers
if the envelope is to be different than the actual building footprint. Dimensions should
be shown for the envelope or building footprint, whichever it is.
C. Show dimensions for the storage buildings.
d. Show dimensions on the King Soopers addition.
e. Show distances of new buildings and/or envelopes to adjacent lot lines and other
buildings.
