[12/3/03] Several water and sewer services are proposed throughout this site. Provide
an overall development plan which justifies the locations of these proposed services or
perhaps it would be better to extend services from the mains when the exact location of
the future buildings is better known. If services are extended now and they are located
in the wrong location for future buildings they will need to be removed from the mains
and new services extended which could double the cost of the future services.
Response: We have adjusted the services per out utility coordination meeting

[12/3/03] A meeting is needed between the developer, developers consultants
and the City utility staff to facilitate this project.

Response: The meeting has been held and issues resolved.

The sedimentlerosion control submittal is incomplete - no plan, no calculations,
no report. Please submit a complete set of documents/calculations per City of
Fort Collins requirements.

directional ramps for the future ped crossing of Harmony (see red lines).

[12/3/03] The bike lane width when it is located between the right turn lane and the
through lane only needs to be 6' in width, not 8' as shown.

and the driveway just south of the Harmony intersection (see red lines). Also please
straighten some of the crosswalks to cross the street more directly.

Response: As discussed previously there is a lot of storage required. This configuration
maximizes the storage. We are keeping the same configuration.

development needs to be realigned with the existing 12-inch water main.
Response: We are moving the 12" water line per our utility coordination meeting.
Power Department during final design. The landscape plan will be adjust when
the lighting design is completed.

[12/2/03] The drainage plan needs to show what the assumed imperviousness of
all basins are in order to be able to check the proposed imperviousness in the
future as the site develops.
Response: All of the new development is considered to be 80% impervious.
Please refer to the erosion control plans for Coefficient values.
Pond numbering is very confusing from existing ponds to proposed ponds. It is
not clear which portion of the pond will be built when and where as this site
develops. It is suggested that a phasing plan be provided.
Response: You are right it is confusing. The SWMM model from Anderson
Engineering has 500 type numbering and the original SWMM modeling has 300
type numbering. Before Final design Sear Brown will discuss with you the
preferred numbering system.
What will be done with the pond area that will be filled in ?? Please make sure
area is seeded and mulched.
Civil Response: This set of plans does not address the filling in of the pond
because there will be no construction until another development is proposed.
When a development is proposed that will cause the pond to be filled in then we
will call for seeding and mulching.
Planners Response: The site will be vegetated or reconfigured with subsequent
development. Please see note 21. On sheet 1 of the landscape plan.
Please provide easements for all proposed detention areas and vacate the
easement for the pond area that will be filled in and no longer be used for
detention.
Response: This will be done in response to the needs of each development.

[12/3/03] General Comments as it relates to Final Development Plans: Plat
needs to show easements as shown on redline plans. Suggest that each tract be
replatted at time of PDP submittal for these lots. This will allow for more defined
easements when building pads sites are more defined.
Response: The plat shows easements necessary for utilities that will be
extended from under the road to outside of the right of way.
Southern drive off Timberwood servicing existing structure needs to be removed
to accommodate the traffic that will be generated with future build out.
Response: The roadway will be designed without this opening. It has also been
noted on the plat.

Underground electric lines (UGE) are drawn incorrectly on the Overall Utility
Plan. Contact Light and Power for maps of the existing underground electric
system.
Response: We will come to the electric offices prior to final design to get the
correct locations.

Streetlights will be placed along public streets. A 40 feet separation on both
sides of the light is required between canopy trees and streetlights. A 15'
separation on both sides of the light is required between ornamental trees and
streetlights. See note 14 on Landscape Plan.
Response: The plan will comply with the required landscape spacing from the
streetlights. Lighting design will be completed by the city of Fort Collins Light and

A maximum of 15% of any one -tree species is permitted within the development. It
appears that one species- Washington Hawthorn- exceeds this limitation. Staff
acknowledges that two varieties are provided, but they appear to be the same species
and therefore don't comply with the minimum species diversity. Please add an additional
tree species.
Response: The quantities shown on the plan are incorrect. The plant schedule is
representational at this time and quantities for individual species have not been
calculated. The actual plant species for each plant will be indicated on the plans in final
design. The re -submittal of this PDP will not indicate any quantities in the plant
schedule.
