FIRST PLANNING & ZONING BOARD HEARING - 3-96A - DECISION - MINUTES/NOTESSummary of Planning and Zoning Board Decision of 12/16/96 Regarding the Scenic Views PUD, Final (#3-96A) Mike Byrne: Motion to continue the project pending more information and full resolution of retention pond issues. Wants documentation of the feasibility of retention and its functionality. The project should not return to the Board until such time that staff is comfortable that all issues have been as fully resolved as possible. Jerry Gavaldon: Seconded. Alex Chapman: Does not support the motion, but if it should pass, he wants the Parks and Recreation Department to work with the Stormwater Department to ensure that the retention pond will, in fact, qualify/function as recreational, active open space. Glen Colton: Supports the motion; was leaning toward denying the project, but thought it was certainly reasonable to give the developer and the neighbors time to try to work out the issues and resolve the outstanding concerns. Karen Weitkunat: Does not support the motion; feels that the proposed Final plans comply with those of the preliminary and feels that the evidence presented was sufficient to support approval of the project. Gwen Bell: Supports the motion; reiterated the feelings of Glen Colton. Vote on the motion as presented by Mike Byrne and qualified by Alex Chapman: Yes - 4; No - 2. Motion passed.
