C.4 It will be recommended to the homeowners association that a single trash hauler be
used, but will not be required.
II. LANDSCAPE PLAN COMMENTS
1 . A grouping of trees has been provided at the closest corner on Building 18. There is
a fairly large setback from the buildings and the building on the out -parcel. On the
north side of the duplexes, the space where the bike path is located also is a drainage
easement with underground piping, therefore trees cannot be planted in this area.
Private owners may add trees to their lots however.
3. Shrubbery has been added at the end of the parking area between buildings 5 and 10.
There are already trees proposed adjacent to buildings 2 and 21, although they are
evergreen instead of deciduous, to provide some winter interest.
The parking enclaves in the duplex area will be evaluated during construction to
determine the need for screening.
III. ELEVATION COMMENTS
The applicant does not wish to be locked into a specific color scheme, instead using
a variety of complimentary colors to create some variation and interest in the buildings.
IV. OTHER DEPARTMENT'S COMMENTS
A The applicant has meet with the Engineering department and has come to agreement
on several items.
C. A fence will not be provided along the canal.
E. To our knowledge, there is no City Code requirement restricting the location of shrubs
near service lines.

Attached are five prints of the Scenic Views PUD, Final, revised in response to City
Staff Comments. Specific responses include:
I. SITE PLAN COMMENTS
A.1 The applicant has negotiated with the Engineering department regarding the easement
widths along Elizabeth St., and the sidewalk alignments along both Elizabeth and
Overland Trail.
A.4 The Fort Collins guideline has typically been to limit unbroken lines of parking stalls to
not more than 15 (See criteria a-2.4 "Aesthetic Considerations). The longest unbroken
parking bay has exactly 15 stalls. The average is 10 stalls or less. We do not feel it
is necessary to break up the one longer bay.
A.5 The applicant feels the number of dumpsters is adequate.
A.8 We have reviewed the walkway system, and added some needed connections. In
some instances, we have added stepping stones instead of full walkways. With the
high number of walks and pavement on this site, we would prefer not add more
walkways where they are not absolutely needed.
A.9 A Phasing diagram has been added.
A.11 Some bike racks have been added in strategic locations. Perimeter fencing is not
anticipated at this time. Individual duplex owners may fence their yards as allowed by
code and the homeowner covenants.
A.12 We have shown preferred mail box locations. In the past the Post Office has dictated
these locations.
C.1 The applicant feels strongly that the City cannot legally force the private drives to be
declared public access easements. Access easements for emergency and maintenance
personnel will be provided.
